My thinking is that focusing on small business entrepreneurs is the key to?jump start?the economy. These new business will attract more new businesses, create jobs and generate the increased tax revenues the government needs to rebuild the infrastructure. Education is important, but I think one needs to observe what new businesses are emerging first before we ask our schools to offer new programs. Entrepreneurs are visionary by nature, they are more inclined to see things as how they could be, rather than dwell on how things are now, which is exactly the type of people we need for this area.

Finally, I think it is worth noting that there is one loaded response here (in #1 and #2) ?where it is assumed that government consolidation is will increase government and effectiveness, even though we?ve yet to see any solid evidence that this is the case. Although it may depend on what we mean when we say ?effective?.

Golf tourney benefits local humane society

The River Crossing Club held its first annual Pars 4 Paws Charity Golf Tournament June 25 to benefit the Bulverde Area Humane Society. More than 92 golfers registered and played in the tournament.

The event raised more than $8,500 for BAHS plus an additional $1,000 in food and toys donated by the participants. Sixty businesses and other donors helped sponsor the tournament.

?A hearty thank you to the 92 players and all the volunteers who helped make this a very successful golf benefit,? said BAHS President Richard Lindell at the awards luncheon.

Over $5,500 in prizes was awarded to winners of the golf tournament and raffle.

First-place gross winners: Geoffrey Miller, Les Lawless, Greg Petsch and Denny Rosenfeld.

First-place net winners: Doug Ferris, Kyle Ferris, Paul Idstein and Jim Cramer.

Second-place net winners: Elizabeth Harris, Mansel Harris, Rustin Adams and Billy Wilson.

Third-place net winners: Pam Delaplane, Phil Delaplane, Nathan Nixon and A. J. Montecinos.

A volatile market may be just what the doctor ordered?at least for those investors who feel holding an investment for 30 days is as likely as holding an investment for eternity. Although most of the day trading operations that popped up in cities and towns across the country in the 90s no longer exist, I can assure you that the idea of trading for a quick profit exists now more than ever. The amateurs that frequented such places placed usually their trades using an excessive amount of margin, and had success riding an incredible bull market. those investors are now likely extinct. What remains is a the more sophisticated investor sitting at home with access to more research than ever, trading on his laptop or now even his smart phone, still looking to make a quick profit.

Professional traders have been around for many years. they are now responsible for the highest percentage of daily trading volume and are getting more attention than ever. What has changed with these professional traders is that they have become more active, manage a lot more money, are willing to trade on smaller percentage changes, and hold positions for a shorter amount of time.

It may be hard to believe, but the average holding period for stocks on the new York Stock Exchange (NYSE) is down to under a minute. Some estimates have the average holding period down to between 11 to 22 seconds. it has gotten to the point that some of the largest trading operations located on the West Coast are picking up real estate on the East Coast just to shave fractions of a second off their execution times.

For those of us who manage portfolios for ourselves as well as our clients, and who still value the benefits of fundamental analysis and implementing an investment strategy that is understandable, reasonable and, hopefully, repeatable, the thought of holding a position for a few seconds doesn?t cross our minds. we are much more interested in running a tax-efficient portfolio that is designed to pursue the clients? stated goals and objectives.

When considering a more fundamental or disciplined approach to investing, many turn to what is commonly known as growth investing or value investing. Growth investors are those that invest in companies that have consistently beat their earnings estimates in previous quarters. The expectation is that those companies will continue to outperform in the future. this strategy, pioneered by Thomas Rowe, Jr., of T. Rowe Price, typically works well as long as the company continues to meet or exceed expectations. If they don?t, share prices tend to fall rapidly and, in many cases, by a large percentage. why does it drop by such a large percentage? Possibly because all of the growth investors want out at the same time and the value investors are looking more at the fundamentals, and still feel the shares are overpriced.

Value investors, on the other hand, are more interested in the fundamentals of companies. they are more likely to identify companies that have a low price-to-book ratio, little if any debt, a low price-to-earnings ratio, and possibly high dividend yields. Purchasing companies that are currently under public scrutiny and are out of favor but have good fundamentals is typical for a value investor. Value investing dates back to 1928, when Ben Graham and David Dodd began teaching the strategy at the Columbia Business School. One of the best-known investors that pays attention to attributes of value investing is Warren Buffett, Chairman of Berkshire Hathaway. Primary risks for value investors are that the companies they invest in don?t improve and the fundamentals continue to get worse. For example, a company with a price-to-earnings ratio of 5-to-1 can quickly go from infinity to one if the company begins to lose money. That too can cause a serious percentage decrease in the value of the shares.

If you feel that both of these strategies have merit but are unsure of which would be best for you, than why not consider ?Growth at a Reasonable Price,? commonly referred to as GARP, a strategy popular with legendary investors like Fidelity?s Peter Lynch. GARP investors look for companies that have attributes of both growth and value investing. they look for companies that are somewhat undervalued but also have solid sustainable growth potential. Simply put, earnings growth matters, but so does valuation. The idea is to purchase companies that have characteristics of both growth and value. it is not to develop a portfolio of some companies that only have value characteristics and some companies that only have growth characteristics. Some might say this is the best of both worlds. it allows the portfolio opportunity to perform well as earnings continue to improve and also attempts to help protect on the downside in the event the company?s earnings are a disappointment.

Don?t be overly confident in any strategy you choose. There is no magic strategy that works every time and in every economic environment. having a well thought out financial plan that keeps you from making emotional decisions when your strategy happens to be out of favor trumps any investment strategy. If you are still interested and believe you can make your fortune by making millions of trades in a single day, you are welcome to give it a try ? but your competition has a lot of computing power and experience that you don?t. I think you are better off going to a casino. Casinos have people and processes in place to not let their customers get too far over their heads, and you get free drinks.

A Minute With: Matthew McConaughey and his new 'Killer' role

LOS ANGELES (Reuters) - Matthew McConaughey has spent most of the last decade starring in romantic comedy movies like "The Ghost of Girlfriends Past," but in recent years his roles have been edgier, which is the case with new film, "Killer Joe."

Based on Tracy Letts' stage play of the same name, "Killer Joe" has McConaughey in the title role of a cop who moonlights as contract killer in the crime thriller directed by "The Exorcist" maker William Friedkin.

A drug dealer named Chris (Emile Hirsch) hires Killer Joe to murder his mother. When Chris can't pay the hitman an upfront fee, Killer Joe decides to take Chris' sister Dottie (Juno Temple) as collateral.

McConaughey, 42, recently played a defense attorney in "The Lincoln Lawyer" and a district attorney trying to put away a murderer in "Bernie." Last month, he bared almost all as the slick owner of an all-male strip club in "Magic Mike." The star sat down with Reuters to talk about "Killer Joe," his career choices and being a newlywed.

Q: What drew you to a low-budget, independent film that was dark and twisted, yet also comedic?

A: "It was real good character work for me. A real challenge and exercise in introversion. Because this character is very, very introverted. In 'Magic Mike,' (his character) Dallas (his character) is all extroversion, all showman. Killer Joe lives in the shadows, picking out times when he shows you some light."

Q: He is a ruthless killer, but has a soft spot for Dottie. He makes the audience gasp in horror and laugh nervously.

A: "He's a guy who needs family at the bottom of it all. That's what he's looking for. It's wonderfully twisted, cheerfully amoral, provocative and it's upsetting your stomach, but you're laughing at the same time. And you're questioning yourself: 'Wait a minute, which emotion should I be feeling? Is it okay to laugh?'"

Q: Did you choose to play him sinister or with humor?

A: "I never chose to play sinister, just play him clear. Half the time he whispers. He speaks his words very clearly. He's not in a rush. Every move is very deliberate. If a character is doing that, those characters can become a little scary where you're like, 'Man, if this guy got off balance, this could be trouble.'"

Q: You already have one hit playing, "Magic Mike," which has $102 million at box offices. Were you surprised at its success?

A: "It's done better than any of us thought it would do. But just talking about the basic DNA (of the film): male strippers. You want to see some male skin? That could hit a nerve. That could be something that a lot of people want to go see. And fortunately it has been. At its very basic, just look at the poster, and you go: male strip club, no one's ever made that before. So we knew that we had something that was original."

Q: You spent the better part of a decade doing romantic comedies with Kate Hudson, Sarah Jessica Parker, Jennifer Garner and Jennifer Lopez. Has it been a conscious decision to take a break from that genre?

A: "It's been conscious. I've been seeing some romantic comedies and some action adventure film stories that I just felt like I'd either 1) done a version of them before or 2) felt like I could do them tomorrow. And you know what? Nothing wrong doing something you feel like you can do tomorrow. But let me do something I'm not comfortable with, that quick. Let me do something I'm really excited about getting on the other side of the mystery with, but I don't know the answer (to)."

Q: So you like not knowing the answers to some of these characters...

A: "And I know I'm going to have to go to work and I'm going to have days where I'm going, 'I don't know who this guy is! What am I going to do?' And I'll figure it out. That's been a really fun process for me with all these (recent) characters. They are all very singular-willed characters, ones that are not pandering to anyone else is society. They make up their own rules ... and that's been really fun to hang my hat on."

Q: You recently married your longtime girlfriend, Camila Alvez, who is the mother of your son Levi, 4 and daughter Vida, 2. Do you feel different now that you've gone through a formal wedding ceremony?

A: "The ritual of what we did and what we're saying together with God in our lives and with our children means more. It feels like one whole thing."

Near-bankrupt San Bernardino votes to suspend debt payments

SAN BERNARDINO, California (Reuters) - San Bernardino, the third California city planning to file for bankruptcy since June, voted to stop debt payments, freeze vacant jobs and quit paying into a retiree health fund under a three-month emergency proposal submitted to the city council on Tuesday.

The city is preparing a longer-term plan to make it through its expected bankruptcy period, when it will financially regroup under court protection from a financial hole created by a combination of the bad economy and poor management.

San Bernardino's drastic step, passed after a unanimous vote by the seven-member city council, comes as several cities in California prepare for bankruptcy or are in such dire financial straits that bankruptcy protection looks increasingly likely.

The city is also in the middle of accounting probes and expects more, Interim City Manager Andrea Travis-Miller and Director of Finance Jason Simpson said with little elaboration in a memo outlining the plan.

Later, at a packed and sometimes heated meeting in San Bernardino's city hall, Travis-Miller said a second, mid-term plan will be presented to the council within 30 days to cover the city until a court approves a full bankruptcy plan.

During a series of comments by members of the public, several became emotional, while one demanded the resignation of the city mayor, Patrick J. Morris, who has been in office for six years.

Steve Rouchleau, a city employee for 20 years who was born and raised in San Bernardino, fought back tears when talking about the city's pending bankruptcy.

"Please play your cards carefully because our lives are in your hands," he told the council.

A recent report by the city attorney said city officials had falsified budget reports to the mayor and council for 13 of the last 16 years, hiding the scale of the city's debt.

OTHER CALIFORNIA CITIES IN TROUBLE

San Bernardino follows a trail blazed by Stockton, California, which is seeking bankruptcy protection.

On July 17, the mayor of Compton, a city outside Los Angles, said he had asked state auditors to look into unspecified "waste, fraud and abuse of public monies." That city could file for bankruptcy by September 1, its financial officials said.

In Victorville, in southern California, auditors in January said there "was substantial doubt about the city's ability to continue as going concern."

Prepared for San Bernardino council's Tuesday meeting, the emergency plan recommends deferring $3.6 million in debt and lease payments, including on pension bonds and infrastructure bank loans.

The city council would also consider other emergency measures, such as a freeze of non-essential vacant positions, spending cuts organization-wide, suspending all equipment purchases and deferring any new capital improvement projects. (PDF of proposal: http://r.reuters.com/qez59s)

The city of about 210,000 people located 65 miles east of Los Angeles, had avoided wider scrutiny of its financial problems until the city suddenly began preparing for insolvency earlier this month.

In the past few weeks, it has declared a fiscal emergency and begun preparing for a bankruptcy filing, revealing a $45.8 million shortfall for the budget year that began this month.

BOND MARKET UNFAZED

The timing of the proposal to suspend debt payments surprised some traders on the $3.7 trillion municipal bond market.

"Frankly in the past, bondholders were not subjected to losses," said Kurt van Kuller, managing director at the Division for the Americas of Bank of Tokyo-Mitsubishi. "They maybe have more willingness to default at an earlier stage."

San Bernardino, like Stockton, would not stop payments to the California Public Employees' Retirement System, the state pension fund that runs some city funds as well.

On Tuesday, there were no major trades of tax-exempt San Bernardino bonds on the market. Tax-exempt California general obligation debt was well supported by both dealers and customers on Tuesday. The 10-year spread over triple-A bonds closed on Monday at 74 basis points, well below the yearly average of 81 basis points.

  • "Private Practice"

    <strong>"Private Practice," ABC</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> "Private Practice" has never gotten "Grey's Anatomy"-level ratings, and things got shakier when ABC bumped it to Tuesday nights to make room for creator Shonda Rhimes' <em>other</em> new show, "Scandal," but they've given the show a sixth season order.

  • "Revenge"

    <strong>"Revenge," ABC</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> With a clever mix of drama, mystery and serious revenge-ing, this is hands down one of the most addictive new shows on TV, and we can't wait to see where they take things in Season 2.

    <strong>"Scandal," ABC</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> Shonda Rhimes' latest show isn't about doctors at all -- and that's why we're glad it's sticking around. Kerry Washington is amazing as Olivia Pope, a Washington, D.C. fixer with a crack team of specialists helping make bad headlines vanish before they're ever written. Here's hoping for more than seven episodes in its second season.

  • "Shark Tank"

  • "A Gifted Man"

    <strong>"A Gifted Man," CBS</strong><br /> <strong>Status:</strong> Canceled<br /> <strong>Why: </strong>"A Gifted Man's" total viewer numbers were OK for a Friday night, but a 1.3 rating in the 18-49 demographic is especially bad for CBS. Another bad sign: star Patrick Wilson tweeted about the end: "I had a great time. Thanks to my fans. So happy it's done." And done it is.

  • "The Amazing Race"

The show might not have the youngest audience, but it's still enough for CBS to keep it on the schedule.

  • "Criminal Minds"

    <strong>"Survivor," CBS</strong><br /> <strong>Status: </strong>Renewed<br /> <strong>Why:</strong> Of <em>course</em> we have "Survivor" coming back for another season. Where else are we going to see petty squabbles and insane behavior on some of the most beautiful beaches in the world?

  • "Two and a Half Men"

    <strong>"Two and a Half Men," CBS</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> Despite a less-than-favorable critical response, the revamped "Two and a Half Men" keeps pulling in respectable numbers every week. Ashton Kutcher, Jon Cryer and Angus T. Jones will all return for a Season 10.

  • "Undercover Boss"

    <strong>"Undercover Boss," CBS</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> The inherent addictiveness of this show has gone a long way in securing loyal viewers -- it has been on top of the ratings several times this season alone.

  • "Unforgettable"

    <strong>"Unforgettable," CBS</strong><br /> <strong>Status:</strong> Likely to be renewed<br /> <strong>Why:</strong> In its timeslot, "Unforgettable" keeps emerging on top, beating out "Parenthood" and "Body of Proof." Leading lady Poppy Montgomery has been called "the female version of 'The Mentalist,'" another top-rated show, so things are looking positive.

  • "90210"

    <strong>"90210," The CW</strong><br /> <strong>Status:</strong> Renewed<br /> <strong>Why:</strong> While its ratings have plummeted since last season, the Beverly Hills crew is still doing better than "Supernatural," "Hart of Dixie," "Nikita," and "Gossip Girl" on average.

Looks like Season 2 is a good start, with the show moving to Friday nights.

  • "The Voice"
