Court leaves GOP a weapon Taxes

President Richard Nixon claimed executive privilege over taped conversations regarding the Watergate break-in in an attempt to keep the tapes out of a congressional investigation. The Supreme Court ruled that executive privilege is not ironclad. Gibbons v. Ogden was the first case to establish Congress' power to regulate interstate commerce. The ruling signaled a shift in power from the states to the federal government and was later used as part of the basis of the Civil Rights Act of 1964. In response to the federal government's controversial decision to institute a national bank, Maryland tried to tax the bank out of business. A customer sued Maryland and the court ruled that the implied powers in the Constitution allowed the federal government to create a national bank and that national supremacy made Maryland's actions unconstitutional. Outgoing President John Adams tried to appoint a number of Federalist loyalists to to judicial positions but some of the appointments had not been delivered by the time Thomas Jefferson took office. Jefferson instructed his Secretary of State James Madison (pictured) to stop delivery on the appoinments, including that of William Marbury, who sued. The court's ruling established the principal of judicial review -- the court's ability to rule on a law's constitutionality.

(CNN) -- Taxes took center stage in renewed Republican attacks on the Obama administration's sweeping health care legislation Thursday after the Supreme Court rebuffed attempts to derail it based on its constitutionality.

Using the court's finding that the centerpiece of the law -- the individual mandate -- amounted to a legal exercise of congressional tax power became Plan B for the GOP.

"That's not what the president said when he introduced the bill, but what the court said was that it's OK because it's a tax," U.S. Rep. Tom Price, R-Georgia, told CNN. "The debate that we're happy to have is that our friends on the other side of the aisle [not only] want to tax what you do, they want to tax even what you don't do."

Ruling, tax fears play into campaign narrative for both sides

And Florida Republican Sen. Marco Rubio said, "Millions of Americans may now have a IRS problem as a result of the ruling."

But Lawrence Jacobs, a leading chronicler of the battle over health care, says that shouldn't be a surprise.

The requirement that all adults have health coverage is the linchpin of the Patient Protection and Affordable Care Act, the health care legislation President Barack Obama signed in 2010 after an epic brawl in Congress. That rule survived its last legal challenge Thursday when the Supreme Court ruled it was constitutional under the legislative branch's power to impose taxes.

Obama had denied the mandate was a tax during a 2009 interview with ABC, comparing it to state requirements that motorists carry auto insurance.

"Nobody considers that a tax increase. People say to themselves, 'that is a fair way to make sure that if you hit my car, that I'm not covering all the costs.' "

What health reform could cost you

At least four million people are expected to pay a tax penalty when the rule takes full effect in 2016, bringing in about $54 billion to help offset the $1.7 trillion, 10-year cost of the act, according to the nonpartisan Congressional Budget Office. But it's only one of several revenue-raising provisions that help pay for the costs of the act, commonly dubbed "Obamacare."

"This was the Democratic tax bill," said Jacobs, a University of Minnesota political scientist and co-author of a 2010 book on the health care battle.

In addition to the mandate, there is a higher Medicare tax rate on taxpayers making more than $200,000 a year or $250,000 for married couples, and it added a tax on investment income to fund the federal health program for seniors.

"It's one of those invisible things, and it's very important," Jacobs said.

There's also an excise tax on so-called "Cadillac" health plans, which had been hotly debated at the time; a higher threshold on medical deductions; and a 10% excise tax on indoor tanning services. But while Republicans have long opposed higher taxes, Jacobs said they concentrated their fire on the mandate instead.

"Rather than getting into a convoluted conversation about taxes that were pretty obscure to most people, they latched onto the individual mandate," he said. "Now that the Supreme Court has up held the mandate, it's really kind of taken the wind out of their sails."

Jacobs said most Americans will be covered by employee health plans, a head of household's employer or by existing government programs such as Medicare, Medicaid or veterans' benefits. Of the roughly 6% of the population remaining, a large portion of those will be exempted from the mandate either because of poverty, religious belief or other reasons, he said.

Fordham Institute Review of New Science Standards: Fealty to ...

Latest Story

Fordham Institute has published their? review of the draft of the Next Generation Science Standards. ?Achieve wrote the the new science standards.?? Achieve also wrote the math and reading/language arts common core standards.

Unchanging fealty to a conservative agenda and a canonical view of science education restricts and confines Fordham?s review to an old school view of science teaching. ?Science education has rocketed past the views?in two reports issued by Fordham about science education standards.

The Fordham reviewers use a strict content (canonical) view of science education and dismiss any reference to the scientific practices (science processes) and pedagogical advances such as constructivism, and inquiry teaching. ?Many of the creative ideas that emerged in science teaching in the past thirty years represent?interdisciplinary thinking, the learning sciences, deep understanding of how students learn science, and yes, constructivism.

These creative ideas are not reflected in Fordham?s analysis of science teaching and science curriculum.

I have also studied and reviewed the draft of the Next Generation Science Standards and have written about them here, and?here.

The Framework

In 2011, the Carnegie Corporation funded the National Research Council?s project A Framework for K-12 Science Education?(Framework)? The Framework was published last year, and it being used by Achieve as foundation for writing the Next Generation Science Standards?(Science Standards)

These two documents, The Framework and the Science Standards, will decide the nature of science teaching for many years to come.

In this post, I?ll focus on how Fordham has responded to these two reports.

In late 2011, the Carnegie Corporation provided financial support to the Fordham Institute to review the NRC Framework. ?The Fordham report?was a commissioned paper (Review of the National Research Council?s Framework for K-12 Science Education), written by Dr. Paul Gross, Emeritus Professor of Biology. The Gross Report was not a juried review, but written by one person, who appears to have an ax to grind, especially with the science education research community, as well as those who advocate science inquiry, STS, or student-centered ideology. Indeed, the only good standard is one that is rigorous, and clearly content and discipline oriented.

I?ve read and reviewed the Fordham review of the Framework, and published my review here. Here some excerpts from my review.

Grade: B. In general, Dr. Gross, as well as Chester E. Finn, Jr. (President of the Fordham Foundation), are reluctant to give the Framework a grade of ?A? instead mark the NRC?s thick report a grade of ?B?.

Rigor. ?Rigor is the measure of depth and level of abstraction to which chosen content is pursued, according to Gross. The Framework gets a good grade for rigor and limiting the number of science ideas identified in the Framework. The Framework identifies 44 ideas, which according to Gross is a credible core of science for the Framework. ?The evaluator makes the claim that this new framework is better on science content than the NSES?how does he know that?

Practices, Crosscutting Concepts & Engineering. The Fordham evaluation has doubts about the Framework?s emphasis on Practices, Crosscutting Concepts, and Engineering/Technology Dimensions. For example, Gross identifies several researchers and their publications by name, and then says:

These were important in a?trendy movement?of the 1980s and 90s that went by such names as science studies, STS (sci-tech studies), (new) sociology or anthropology of science, cultural studies, cultural constructivism, and postmodern science.

For some reason, Gross thinks that science-related social issues and the radical ideas of helping students construct their own ideas are not part of the mainstream of science education, when indeed they are. Many of the creative Internet-based projects developed over the past 15 years have involved students in researching issues that have social implications. ?National Science Foundation?made?huge investments in creative?learning projects.

Gross also claims that the NRC Framework authors ?wisely demote what has long been held the essential condition of K-12 science: ?Inquiry-based learning.? The report does NOT demote inquiry, and in fact devotes much space to discussions of the Practices of science and engineering, which is another way of talking about inquiry. In fact, inquiry can found in 71 instances in the Framework. Gross and the Fordham Foundation make the case that Practices and Crosscutting ideas are accessories, and that only the?Disciplinary Core Ideas of the Framework should be taken seriously . This will result is a set of science standards that are only based on 1/3 of the Framework?s recommendations.

Gross cherry picks his resources, and does not include a single research article from a prominent research journal in science education. ?Dr. Gross ?could have consulted science education journals?found here, here, here?or?here. ?If he did, he might have found this article:?Inquiry-based science instruction?what is it and does it matter? Results from a research synthesis years 1984 to 2002. ?Journal of Research in Science Teaching (JRST) published this article?in 2010. Here is the abstract of the research study:

Various findings across 138 analyzed studies show a clear, positive trend favoring inquiry-based instructional practices, particularly instruction that emphasizes student active thinking and drawing conclusions from data. Teaching strategies that actively engage students in the learning process through scientific investigations are more likely to increase conceptual understanding than are strategies that rely on more passive techniques, which are often necessary in the current standardized-assessment laden educational environment.

The Fordham review of the Framework is not surprising, nor is their review of the first draft of the standards. ?Fordham has its own set of science standards that it uses to check other organizations? standards such as the state standards. ?They used their standards as the ?benchmark? to check all of the state science standards, and concluded that only 7 states earned an A. ?Most of them earned an F.

If you download Fordham?s report here, scroll down to page 208 to read their science standards, which they call content-specific criteria.

I analyzed all the Fordham standards against Bloom?s Taxonomy in the Cognitive, Affective and Psychomotor domains. ?Using Bloom?s Taxonomy, 52% of the Fordham science standards were rated at the lowest level.?? Twenty-eight percent of their standards were at the comprehension level, 10% at application, and only 10% above analysis. ?No standards were found for the affective or psychomotor designs.

All I am saying here is that Fordham has its own set of science standards, and I found them?inferior to most of the state science standards, the National Science Education Standards (published in 1996), as well as the NAEP science framework. ?You can read my full report here.? I gave Fordham?s science standards a grade of D.

Fordham Commentary on the New Science Standards

Given this background, we now turn our attention to Fordham?s Commentary & Feedback on Draft I of the NGSS.

The Fordham reviewers, as they did when they reviewed the NRC Framework for Science, felt the standards? writers ?went overboard on scientific and engineering practices. ?From their point of view, crosscutting concepts and scientific and engineering practices create challenges to those who write standards.

Fordham science standards are reminiscent of the way we wrote learning goals in the 1960s and 1970s. ?Learning objectives used one of many behavioral or action verbs such as define, describe, find, diagram, classify, and so forth. ?The Fordham standards were written using this strategy. Here are three examples from their standards:

  • Describe the organization of matter in the universe into?stars and galaxies.
  • Identify the sun as the major source of energy for?processes on Earth?s surface.
  • Describe the greenhouse effect and how a planet?s?atmosphere can affect its climate.

The Fordham experts raised concerns about the way standard statements are written. ?As shown in the two examples I have taken from the draft of the NGSS, the standards integrate content with process and pedagogical components.

I agree with the Fordham reviewers that the Next Generation Science Standards??are rather complex. ?Shown in Figure 1 is the ?system architecture that Achieve uses for all of their standards. ?Figure 1 shows just four performance expectations (read standards), and their connection to practices, core ideas, and crosscutting concepts. ?Every science standard in the Achieve report is presented in this way.

The Fordham reviewers gave careful attention to each standard statement, and indeed in their report they includes many examples of how the standards? writers got the content wrong or stated it in such a way that it was unclear.

But the Fordham reviewers take the exception to the science education community?s research on constructivism. ?In their terms, science educators show fealty to constructivist pedagogical theory. ?To ignore constructivism, or to think that science educators have an unswerving allegiance to this well established and researched theory is quite telling. ?To me it indicates that Fordham holds?a traditional view of how students learn. ?It tells me that these reviewers have boxed themselves into a vision of science literacy by looking inward at the canon of orthodox nature science. ?Content is king.

To many science teachers and science education researchers, an alternative vision gets its meaning from the ?character of situations with a scientific component, situations that students are likely to encounter as students. ?Science literacy focuses on science-related situation (See Douglas Roberts? chapter on science literacy in the Handbook of Research on Science Education).

The Fordham reviewers recommend that every standard be rewritten to cut ?practices? where they are not needed. ?They also want independent, highly qualified scientists who have not been involved in the standards writing attempt to check every standard. ?The National Science Teachers Association, comprised of science teachers and scientists is quite qualified to do this, and indeed the NSTA sent their recommendations to Achieve last week.

I would agree with the Fordham group that the next version of the standards should?be presented in a clearer way, and?easily searchable. ?I spent a good deal of time online with the first draft, and after a while I was able to search the document, but it was a bit overwhelming.

Finally I would add that when you check the Fordham analysis of the new standards, the word ?basic? jumps out. ?Near the end of their opinion report, they remind us that the science basics in the underlying NRC Framework were sound. ?What they are saying is that the NGSS writers need to chisel away anything that is not solid content from the standards.

Courtesy of Gromit, I spent a fun few minutes reading through this (pdf).? It's a description of the dream world of Texas Republicans.? Sadly, that coincides with a description of a nightmare world for me.

You can guess most of its contents, I bet:? No abortions, no taxes, no Environmental Protection Agency,? hidden guns should be quite legal and so on.? But a few things are so weird that they are worth special attention.

How, exactly, do the Texas Republicans support stay-at-home-mothers?? Do they get something from the party?? Like financial support?? What if they are poor mothers and can't afford to stay at home?

The point, of course, is that the Texas Republican Party does shit-all to support those women.? And note that motherhood is defined as applying to only those mothers who don't work for money.

Then there's that "liberal assault" on the family.?? As if liberals everywhere were demanding hidden carry provisions to hunt out traditional mothers or something similar.

That bit was just funny.? This one, about education, is frightening:

Early Childhood Development ? We believe that parents are best suited to train their children in their early development and oppose mandatory pre-school and Kindergarten. We urge Congress to repeal government- sponsored programs that deal with early childhood development.

Knowledge-Based Education ? We oppose the teaching of Higher Order Thinking Skills (HOTS) (values clarification), critical thinking skills and similar programs that are simply a relabeling of Outcome-Based Education (OBE) (mastery learning) which focus on behavior modification and have the purpose of challenging the student?s fixed beliefs and undermining parental authority.

The Texas Republican Party is anti-education.? The reference to those government-sponsored programs means that poor children should get no extra help.? The reference to opposing any critical thinking skills!? Because such skills would challenge the student's fixed beliefs and undermine parental authority!

I can't get over that.? If the student's fixed beliefs cannot take any challenging, then they are not that good, to begin with.

But more importantly, imagine a country that would do what the Texas Republican Party advocates.? There would be no inventions, no innovations, no change in anything.?? People would be sheep.

It?s hard to sustain love through the day-to-day grind of full-time jobs and the needs of children, pets, or aging parents. At times, tending to your closest relationship can seem like just another duty in a long list of weekly chores. Without trust that your partner will reciprocate your efforts, it can also seem like a risk to be the one to make the first attempt. From years of leading workshops with thousands of couples with my wife of more than 25 years, Helen, with whom I created the Imago therapy movement, I can say with certainty that a little investment (from your heart, not your wallet)?small changes in the way you treat your spouse?will not only lead to his or her happiness, but also to warmly returned, mutual support that will cushion you from your own life?s daily blows and demands. Here?s my three-step plan for saving relationships:

  1. Be curious! Instead of lavishing money and attention on your spouse a few times a year, lavish curiosity on them. Adopt an approach of open, engaged interest. When you?re curious, you learn new things about your mate?his or her desires, fears, and struggles. You?ll hear secrets, wishes, regrets. You?ll learn practical things, such as what they really would like to do for their birthday. Even if you?ve known each other for years, you?d be surprised how much there still is to know about each other. In the hundreds of workshops Helen and I have presented over the years, we continue to be amazed at how frequently we hear, ?I never knew that about him!? or ?I just heard this amazing story!? from spouses who have been married for 1, 10, or 50 years.
  2. Listen. I mean really listen. One of the best strategies I know to achieve a ?state of curiosity? is to spend a small amount of time each day simply listening to your mate. That is, really listening. What do I mean by this? Think truthfully about what ?listening? typically looks like for you. Are you watching TV on the couch half attentive while your wife unloads about her pressures at work? Are you busy making dinner while your husband tells you excitedly about an interesting conversation he had that day? We all do this. But this kind of passive, distracted listening offers little benefit, and can damage your relationship in the long run.
  3. Respect each other?s need for attention. Sometimes, with our partners, we behave towards each other the way young children do with their parents. Just as a child tugs on her mother?s skirt to get her attention and tell her about the fascinating things she saw in school that day, we are constantly seeking affirmation from our significant others. We want to know that they notice us. We want to see that they are interested in us. At the core, we want to feel that we exist by having the person we care about witness our own lives. Many of us can remember viscerally moments when we felt tuned out, shut down, or criticized by our parents. Subtle things that we do in relationships can mimic these moments and inadvertently dredge up childhood pain. When a spouse appears repeatedly distracted, harried, or dismissive as you attempt to tell them things that feel important to you, memories of childhood pain, administered again and again by the person you love, add up to a level of fear, resentment, and anxiety around him or her.

Change can only come through replacing frequent inattentive communication with less frequent, but more thoughtful, conscious, curious communication. When you do connect, really take the time to listen before responding. Reflect on what your partner says and relay your understanding back to him or her. Don?t jump immediately to dispensing advice or bringing up your own related ideas. Demonstrate with your body language, your attentive gaze, and the questions you ask that you have really heard what?s been said.

Ultimately, I?ve found that this whole process is kind of, well, sexy for couples. Something about reexperiencing that your partner is really present and there with you reignites the feelings you had when you were new to each other. So don?t be surprised when this technique leads to new techniques between the sheets.

New prostate cancer treatment shows some promise | Health - KVAL

SPRINGFIELD, Ore. - Don Pierce is in the fight of his life.

The 78-year-old Junction City man has been dealing with prostate cancer for 16 years.

Chemo, radiation, surgery - he's done it all.

"I went through every emotion you can think of," Pierce said.

Last year, his doctors at the Oregon Urology Institute chose a new treatment approved by the FDA called Provenge.

The drug stimulates the patient's own immune system to fight off cancer.

Treatments like Provenge can't come soon enough: prostate cancer is the second deadliest cancer for men. An estimated 33,000 men will die from the disease this year.

In Pierce's case, he donated blood, his white blood cells were harvested, and they went through 3 days of mixing with Provenge. It was shipped back, and Pierce received the souped-up white cells by infusion.

"These white blood cells activate t-cells," said Dr. Bryan Mehlhaff from the Oregon Urology Institute, "and the t-cells then will go attack the patient's prostate cancer."

Pierce said his cancer is still there, but his picture of health is vastly improved.

"It's the wave of the future, in that it's teaching my body to fight my disease," he said.

New studies show the average life extension after Provenge treatment is 7 to 8 months, something Mehlhaff calls a

"I can't cure you, but we're slowly turning this into a more chronic disease," the doctor said.

That gives Pierce a new goal: Not just surviving but thriving en route to his 80th birthday.

"I'm interested in the quality of my life," he said, "not just the quantity."

AGU Releases the handbook: ?A Guide to Technical Writing Skills?

People spend a great deal of time communicating with others; however, not many excel at it. And while language skills ? speaking, listening and reading ? are important in their own right, writing skills have assumed critical importance as the key prerequisite for success ? because of the surging tide of globalization. To compete in the domains of Industry, Services and Business at a global level, people of the Middle East and North Africa (MENA) region are required to perfect the art of using good English.

Meeting the need of students and office goers
While there is a need to hone the writing skills of people in English in the MENA region, not much work has been done to address this issue. In order to bridge this gap, Dr. Abdurahem Mohammed Al Ameen ? President of Al Ghurair University ? released a supportive handbook called ?A Guide to Technical Writing Skills?. The authors of the book are Mr. Shadi Hijazi, Ms. Sunayana Manoj and Ms. Anjum Azeez. The book is a pioneering work to empower the people in this part of the world. Emphasizing the relevance of the book, Mr. Shadi Hijazi, the Lead Author, said, ?Each one of us, whether studying or working, is required to write. A student writes assignments, reports, term papers, etc. Similarly, employees, irrespective of their rank or the functional areas, write memos, feasibility reports, e-mails, letters, etc. While many people are reasonably good at speaking, their writing skills leave much to be desired. And, as a result, they fail to achieve the commanding heights of their careers. Therefore, one should make a deliberate effort to improve the writing skills in order to succeed.?

Grammar: The science of languages
Grammar is the science of a language, and its understanding facilitates successful communication while an absence of it leaves the readers confused. A thorough appreciation of the English grammar is a sine qua non for writing technically correct English, sounding intelligent, and thereby looking professional.
Substantiating this argument, Hijazi stated, ?The book has earmarked about one-fourth of its chapters to an in-depth understanding of different components of grammar. It explains, in detail, the present simple tense, the present continuous tense, past tense, the past perfect tense and present perfect tense. In addition, these chapters present a detailed discussion about the use of Articles, Propositions, Punctuations, Capitalizations, etc., which lays a strong foundation for writing internationally benchmarked English.?

Vocabulary: The soul of writing
A good writer needs to have good vocabulary that is both broad and deep, because a good vocabulary is essential for clarity, power and precision. If one has a large stock of words, he or she can choose the most appropriate ones. The more words one knows, the easier his/her words will flow. However, it does not mean that we should remember by heart the entire dictionary. Elaborating on this point, co-author Anjum Azeez said, ?Today?s dictionaries are bloated with over 500,000 words, but good writers need to harness only a small fraction of this number. We need only about 2,000 words as part of our vocabulary. Knowing simple words, where to place them and how to use them correctly makes us good writers. We favour small and familiar words instead of big or foreign words. Great scholars and writers use simple words.?

Writing skills: Multiple manifestations
Resumes: Referring to the importance of writing resumes, Hijazi stated, ?While studies have shown that a Hiring Manager spends about 20 seconds looking into a resume, the actual fact is that he earmarks as less as 10 seconds on this exercise. Since he receives about 300 to 400 applications for each position, an applicant has minimal chance to be noticed and receive the interview call unless his resume stands out from the crowd. How your resume looks will serve as an employer?s first impression of you; if it looks bad or amateurish, your resume may not get a second glance.? Recommending that one should discover the successful formula of words, sentences, format and finesse to convey effectively his selling points, Hijazi added, ?One should not prepare a single CV for different job openings; instead, he should prepare different CVs for different job avenues, in accordance with their specific requirements??

E-Mails: Writing e-mails and responding to them have become a part of our lives. However, many of us do not attach importance to their content and design. And by rushing through them carelessly, we waste a useful opportunity to promote our business and ourselves. Emphasizing the importance of the content and the style of e-mails, Sunayana Manoj stated, ?One has to keep in mind that once the ?send? is hit, whatever has been written will continue to be there carved in the tablet of stone. One should, therefore, not only familiarize himself/herself with the etiquette involved in writing e-mails [netiquette], but also make a deliberate attempt to keep the content of e-mails concise and clear by keeping it short and simple, largely because the screen is a particularly unfriendly reading medium for most people?s eyes.?

George Washington's personal copy of the U.S. Constitution and a draft of the Bill of Rights sold Friday at Christie's for a whopping $9.8 million.Ann Bookout, regent of the board of the Mount Vernon Ladies' Association, won the bid."This is our mission to bring home all things Washington," Bookout said. "We want people to know that Mount Vernon is the home of where these wonderful treasures should belong."The 1789 annotated volume, entitled Acts of Congress, will be displayed in the Fred W. Smith National Library for the Study of George Washington, which opens in 2013 at Mount Vernon.The near-pristine artifacts were printed and bound for Washington in his first year in office as president of the United States."There's no question in my mind that this book is one of the most important pieces of Americana to come to the market in decades," said Chris Coover, senior specialist for books and manuscripts at Christie's.Washington's book has not been available since 1964.The item had a presale estimate of between $2 million and $3 million. However, it was the final auctioned item of the day and launched a heated bidding war between two seated participants, Bookout and an unknown bidder."It was thrilling," Bookout said, "but I had a quiet resolve with the support of the ladies who are on the board that we were determined to bring it home."This copy of the Acts of Congress stayed in the library at Mount Vernon after Washington's death in 1799. In 1876, many of his books, including this volume, were auctioned off.Washington's notes and brackets line the margins of the Constitution. On the title page is his signature. On the marbled end paper is his personal bookplate, engraved with his motto, Exitus acta probat (the end justifies the means)."It has such resonance of Washington the man," Coover said. "It was sort of a way of reminding himself what the responsibilities and duties of the president were. You can't get more evocative than that."

Chino Valley school district fears $16.9 million debt

CHINO - Chino Valley Unified School District officials fret they will be staring at a debt of $16.9 million in three years if Gov. Jerry's Brown's tax-hike initiative doesn't pass in November.

School districts officials expressed their concerns at a Thursday night budget study session that addressed budget projections through the 2014-15 school year.

Chino Valley Unified officials have already cut $20 million out of the district's 2012-13 and 2013-14 school year budgets.

A lot rides on the tax initiative that will be on the November ballot, school officials said.

"If the initiative passes, then we don't get cut, but at the same time, we don't get any more money," Chino Valley Unified spokeswoman Julie Gobin said.

Brown's initiative would raise state sales tax as well as income taxes on California's highest money-makers. If it fails, the district could be dealing with ongoing cuts, a loss of state revenue and a reduction to the school year.

"We're hoping for the tax initiative to pass to remain constant, not even to get more money," Superintendent Wayne Joseph said.

The school district's budget is set for $215.7 million in 2012-13, $210.8 million in 2013-14 and 211.76 million in 2014-15.

Revenue declines are expected to result in an ending balance for the 2014-15 school of $16.9 million in the red if the tax initiative doesn't pass.

The district's multi-year budget must be adopted and sent to the San

Bernardino County Superintendent of Schools Office by July 1.

Board members are expected to approve the budget at their next meeting on June 28.

A budget with a third-year deficit requires the board to adopt a resolution identifying ongoing reductions and when they will be implemented.

The Superintendent of Schools Office will notify the district by Aug. 15 of whether its budget has been approved, conditionally approved or disapproved, said Sandra Chen, district assistant superintendent of business services.

Earlier this week, Chino Valley Unified and its teachers union, Associated Chino Teachers, reached a tentative agreement that could help the district's finances.

The agreement would reduce the district's next school year by five-and-a-half-days and increases class sizes, but allows for 15 school nurses, 22 high school counselors, four elementary music teachers and some adult school teachers to return to the classroom after receiving pink slips.

The agreement needs to be voted on by Associated Chino Teacher union members.

Even with the tentative agreement, the district had to reduce staffing and eliminate many programs.

Japan?s Economy Losing Momentum Amid Global, Domestic Pressures

Japan's economy appears to be weakening in the April-June quarter as business conditions deteriorate and exports flatten off, suggesting that the recovery may have lost momentum.

In May, Japan's merchandise trade deficit rose more than what had been expected. According to the Financial Ministry data released earlier this week, the trade deficit increased to 907 billion yen ($11.5 billion) in May from 522 billion yen in April.

Economists expect that the trade deficit will increase further with energy imports continuing to grow as the country remains reliant on imported fossil fuels. Meanwhile, exports are likely to struggle as the global economy remains weak and the yen stays strong.

"Continued growth in imports, in particular of fossil fuels, will be the main factor driving the trade deficit higher. The shutdown of the country's nuclear power plants has left Japan reliant on imported natural gas for energy. The scheduled restart of two of Japan's 54 reactors in July will do little to mitigate power shortages, leaving the country with around 20 percent less electricity generating capacity than last year," David Rea, an economist at Capital Economics, said.

The continuing crisis in Europe, the weakness in the U.S. market and the strengthening of the Japanese yen have hampered the growth of Japan's export-focused companies. With the increasing borrowing costs in Spain and Italy, the debt crisis in Europe has revived, consequently affecting Japan's market sentiments adversely. Investors have withdrawn from risky assets, leading to a stronger yen.

Japan's industrial production declined in April from the previous month, according to the revised data released by the Trade Ministry earlier in June. The revised data reported that industrial output fell 0.2 percent in April, raising concerns about the country's faltering economic growth momentum.

A major worry for Japan is the fact that the country's electronic sector is seriously affected by the strengthening of the yen. Japanese electronics companies are finding that they are no longer able to keep the prices at competitive level in the international market.

Another concern is Japan's unemployment rate, which, according to the data released by internal affairs ministry, rose to 4.6 percent in April from 4.5 percent in March. Employment conditions in Japan do not seem to improve with major companies such as Sony Corp, NEC Corp and Renesas Electronics Corp announcing job cuts as they are attempting to trim expenses.

In May, the sovereign credit status of Japan was cut to A+ from AA by Fitch Ratings. It commented that the downgrades and negative outlooks reflected growing risks for Japan's sovereign credit profile as a result of high and rising public debt ratios.

Common blood pressure drug linked to severe gastrointestinal problems

ScienceDaily (June 21, 2012) ? Mayo Clinic researchers have discovered an association between a commonly prescribed blood pressure drug, Olmesartan, and severe gastrointestinal issues such as nausea, vomiting, diarrhea, weight loss and electrolyte abnormalities -- symptoms common among those who have celiac disease. The findings are published online June 21 in the medical journal Mayo Clinic Proceedings.

From 2008-11, Mayo Clinic physicians treated 22 patients with symptoms similar to celiac disease, including intestinal inflammation and abnormalities. Patients came from 17 states, and some had been diagnosed with celiac disease. They had chronic diarrhea and weight loss; the median weight loss was 39 pounds, and one patient lost 125 pounds. Fourteen of the 22 were hospitalized because of the severity of their symptoms. When given a blood test, however, these patients didn't come back with results typical of celiac disease. They also didn't respond to treatments such as gluten-free diets.

After examining their medications, Mayo Clinic gastroenterologist Joseph Murray, M.D., pulled several of the patients off Olmesartan. Their symptoms dramatically improved. Eventually, all 22 were taken off the drug, and all showed improvement. Eighteen of the 22 patients had intestinal biopsies after stopping the medication and showed improvement.

"We thought these cases were celiac disease initially because their biopsies showed features very like celiac disease, such as inflammation," says Dr. Murray, the lead author. "What made them different was they didn't have the antibodies in their blood that are typical for celiac disease."

Olmesartan -- prescribed for the treatment of hypertension, or high blood pressure -- works by blocking substances that tighten blood vessels, allowing blood to flow more smoothly and the heart to pump more efficiently, according to the U.S. National Library on Medicine.

"It's really an awareness issue. We want doctors to be aware of this issue, so if they see a patient who is having this type of syndrome -- they think about medications as a possible association," Dr. Murray says. "We've reported an association. What needs to be known next is the science to understand why there is such an association."

The investigators were supported in part by the National Institutes of Health, the American College of Gastroenterology Junior Faculty Development Award, the Swedish Society of Medicine, the Swedish Research Council and the Fulbright Commission.
