Can Marriage Be Divided into Secular and Religious Institutions?

Once again, I do not think that the state needs to give tax breaks, lowered tuition costs, and other benefits that are granted to heterosexual marriages because same sex relationships, in principle, need not be encouraged to have children.

However, I think that it is appropriate for there to be a legal category for those who have declared each other to be their new family which is separate from their biological family. Family plans with regards to insurance seems appropriate for these relationships.

If adoption agencies decide that the couple is financially stable and would provide an emotionally/physically/psychologically safe environment for the couple to raise a child, I think that the state ought to provide the same kind of tax breaks for the couple which is raising a child in the best way they can.

Google Now available on iOS devices starting today

When it comes to major news, we didn't expect to hear much from Google in the run-up to I/O, but clearly, the company just couldn't wait that long. Google Now, a service that Android users have enjoyed for a year, just became available on iOS devices in the form of an update to the Google Search app, confirming those leaked videos we saw a few weeks ago. It won't have integration with notifications or alerts at launch -- it may come in a future update, but the company wasn't willing to divulge its future plans -- so you'll need to enter the app and swipe up to refresh your list of cards. The iOS version won't have every type of card that you'll find on Android, either: boarding passes, activity summary, events, concerts, Fandango and Zillow aren't included this go-round. Improvements and additional features will likely trickle in over time, but it's certainly better than nothing for iOS fans who've looked at Jelly Bean users with a slightly jealous eye. We've included Google's blog post in its entirety below, and you can jump to the source to download the app.

NFL Draft FootballAP

Another NFL Draft is in the books, 254 new players with a chance to create a professional future, and 32 teams delighted for the moment with the work they?ve done.

And while there were an abundance of storylines, one thing that stood out about the 2013 NFL Draft was the remarkable restraint many teams showed.

There wasn?t an Andrew Luck or a Cam Newton ? or perhaps even a Ryan Mallett ??in this draft.

But even with the extreme financial penalty for missing on a first-round passer gone, teams didn?t line up to take the chance on a potential franchise quarterback as they have in the past.?Only three quarterbacks were chosen in the first three rounds, the fewest since 2000 (the fabled Chad Pennington-Giovanni Carmazzi-Chris Redman draft).

The Bills fooled us all by taking E.J. Manuel in the first round, and even the Jets withstood the temptation to win the back pages by taking Geno Smith in the second. When Mike Glennon was the only third-rounder, it left names such as Matt Barkley and Ryan Nassib for the fourth, where the Eagles and Giants bought low.

Some of the best quarterback business was done by teams that didn?t take one.

The Jaguars might be more needy at the position than any team in the league, with Blaine Gabbert and Chad Henne competing. But as bad as that might be, there?s no guarantee any of this year?s candidates are better. So since new general manager David Caldwell didn?t see value, he withstood temptation and restocked a bad team with many other parts they needed ? most of them with speed.

But it wasn?t just at the quarterback position where the smart teams held fast.

After an unprecedented run on left tackles (three of the top four picks), teams with needs there started drafting guards and right tackles and defensive tackles instead of reaching. It would have been easy for the Chargers to move up for one of the top blind-side protectors, but by letting the board come to them, they found a solid starting right tackle in D.J. Fluker. Likewise, Arizona added a guard in Jonathan Cooper who could turn out to be the best value in the draft, and the Titans made Chris Johnson a better running back by drafting guard Chance Warmack (and center Brian Schwenke) to go with big-ticket free agent Andy Levitre.

And not to beat up on Manti Te?o any more than has already happened, the teams that needed him and didn?t draft him deserved notice as well.

The Vikings had a pair of late firsts, and used them on value picks Sharrif Floyd and Xavier Rhodes, both of whom figured to go sooner. Then they made a move for a third first-rounder, not for Te?o, but to take a receiver in Cordarrelle Patterson who has some Randy Moss-ish tendencies. The Bears also skipped an obvious need for a middle linebacker, and took a versatile but raw offensive lineman with good genes (Kyle Long).

The two Super Bowl teams (and two that should push them) exemplified the patience of the weekend as well.

The 49ers stockpiled picks, and used one on running back Marcus Lattimore, who might not play a down for them this year. The Ravens might have had interest in Te?o as well, but took their safety first (Matt Elam) before filling in at linebacker later (Arthur Brown).

The Packers added two running backs in Eddie Lacy and Johnathan Franklin who could make a good team better, and the Seahawks used the benefit of a roster with few holes to take some chances on players with question marks, from running back Christine Michael to defensive tackle Jesse Williams.

Not every team has such luxuries. But the best things might come to the ones that were able and willing to wait this weekend.

Biology and Biochemistry graduate, Paula Juregui Onieva, has undertaken research for her PhD thesis on the factors of restriction of innate immunity present in sheep and goats. In concrete, she investigated if these factors had antiviral activity so that, pending further studies, they could be used in preventing certain diseases of these animals, such as mastitis, arthritis, pneumonia and/or encephalitis. The thesis is titled Inmunidad innata frente a lentivirus de pequeos rumiantes (SRLV): Papel de TRIM5 (Innate immunity against small ruminant lentivirus (SRLV): the role of TRIM5).

The PhD thesis deals with innate immunity against lentivirus in small ruminants. Lentivirus is a genus of viruses that produces slow infections, deteriorates the immune system and causes various pathologies. For example, in sheep, the Visna Maedi virus gives rise to nervous and brain diseases while the Maedi virus causes respiratory problems. Lentivirus in small ruminants makes up a highly heterogeneous, including also the caprine arthritis/encephalitis virus.

According to Ms Juregui, "currently there do not exist vaccinations or efficacious treatment for these types of infections, and so the study on the factors of restriction of innate immunity could be an effective alternative for treating or preventing these infections". The factors of restriction studied involve antiviral proteins present in certain cells which inhibit the viral cycle. The research focused on the factor known as TRIM5 which, apparently, prevents the virus managing to incorporate itself into the genome of the cell, thus impeding infection.

With the aim of finding out how this factor of restriction functions, the researcher had a four-fold objective for her PhD thesis: identifying and characterising TRIM5 in sheep and goat species; determining a possible restrictive role played by the lentivirus infection; exploring the restriction of the infection by heterologous retrovirus; and investigating, through phylogenetic analysis, the on-going trends and a possible co-evolution between lentivirus and TRIM5 in domestic and wild ruminants.

Two arrested in Al Qaeda US-Canada train plot ? directed from Iran (+video)

Canadian police thwarted a terrorist attack on a US-Canada train by two men directed by Al Qaeda in Iran. Yes, Al Qaeda in Iran, say police.

By David Clark Scott,?Staff writer / April 22, 2013

RCMP Assistant Commissioner James Malizia said on Monday in Toronto, that police had arrested and charged two men with an Al Qaeda-supported plot to derail a VIA passenger train.

Chiheb Esseghaier and Raed Jaser, who live in Montreal and Toronto, were acting alone, but were operating with support from Al Qaeda in Iran, according to the Royal Canadian Mounted Police.

Al Qaeda in Iran?

Assistant RCMP Commissioner James Malizia, the officer in charge of federal policing operations, said the plot was supported by ?Al Qaeda elements in Iran.?? He also said that Al Qaeda provided "direction and guidance" to the alleged plot.

The link to Iran is a curious one. Al Qaeda leaders and Iran's leaders have not been known allies. Al Qaeda is a Sunni-based movement. Iran is predominantly Shiite. Canadian officials made clear that they weren't connecting the alleged plot to the Iranian government. But the presence of Al Qaeda leaders, who fled from Afghanistan to Iran after September 11, 2001, has been known for some time.

As Peter Bergen, wrote for CNN last month, "According to US documents and officials, in addition to [Suleiman] Abu Ghaith, other of bin Laden's inner circle who ended up in Iran include the formidable military commander of al Qaeda, Saif al-Adel, a former Egyptian Special Forces officer who had fought against the Soviets in Afghanistan, as well as Saad bin Laden, one of the al Qaeda's leader older sons who has played some kind of leadership role in the group."

What prompted the Bergen "Strange Bedfellows: Iran and Al Qaeda" article was the recent capture of Osama Bin Laden's son-in-law, Suleiman Abu Ghaith. As Reuters reported, "he was captured on Feb. 28 and brought secretly to the?United States?... Law enforcement sources say he was detained in?Jordan?by local authorities and the FBI after was believed to have been expelled from?Turkey." But for most of the past decade Abu Ghaith had been living in Iran.

"Current and former US officials said that group, known to US investigators as the Al Qaeda "Management Council," was kept more or less under control by the?Iranian government, which viewed it with suspicion."

Bergen describes the life of Al Qaeda members in Iran is a loose form of house arrest.? They are allowed to go out shopping, for example, but with restrictions.

This latest example of an Al Qaeda-Iran tie will raise some eyebrows.

And how serious was this latest terrorist threat in Canada?

Charges include conspiring to carry out an attack against, and conspiring to murder persons unknown for the benefit of, at the direction of, or in association with a terrorist group, according to the RCMP press release. "It was definitely in the planning stage but not imminent," RCMP chief superintendent Jennifer Strachan told reporters. But she declined to give more details.

Neither men were Canadian, and Canadian law enforcement officials did not state their nationality, but some media reports described them as Tunisians.

US officials?told Reuters that the attack plotters were targeting a rail line between New York and Toronto, but Canadian police did not publicly confirm which route was the target.

Canadian law enforcement officials praised the cooperation between various agencies, including the FBI, the US Department of Homeland Security, Canadian Security Intelligence Service, Canada Border Services Agency, and various local Canadian police departments.

The CBC News says that it's "highly placed sources" tell them that the suspected terrorists have been under surveillance for more than a year in Quebec and southern Ontario.

The two men are reportedly to appear in a Toronto court Tuesday, and more details may be forthcoming in that hearing.

Ancient Earth crust stored in deep mantle

Apr. 24, 2013 ? Scientists have long believed that lava erupted from certain oceanic volcanoes contains materials from the early Earth's crust. But decisive evidence for this phenomenon has proven elusive. New research from a team including Carnegie's Erik Hauri demonstrates that oceanic volcanic rocks contain samples of recycled crust dating back to the Archean era 2.5 billion years ago. Their work is published in Nature.

Oceanic crust sinks into Earth's mantle at so-called subduction zones, where two plates come together. Much of what happens to the crust during this journey is unknown. Model-dependent studies for how long subducted material can exist in the mantle are uncertain and evidence of very old crust returning to Earth's surface via upwellings of magma has not been found until now.

The research team studied volcanic rocks from the island of Mangaia in Polynesia's Cook Islands that contain iron sulfide inclusions within crystals. In-depth analysis of the chemical makeup of these samples yielded interesting results.

The research focused on isotopes of the element sulfur. (Isotopes are atoms of the same element with different numbers of neutrons.) The measurements, conducted by graduate student Rita Cabral, looked at three of the four naturally occurring isotopes of sulfur--isotopic masses 32, 33, and 34. The sulfur-33 isotopes showed evidence of a chemical interaction with UV radiation that stopped occurring in Earth's atmosphere about 2.45 billion years ago. It stopped after the Great Oxidation Event, a point in time when Earth's atmospheric oxygen levels skyrocketed as a consequence of oxygen-producing photosynthetic microbes. Prior to the Great Oxidation Event, the atmosphere lacked ozone. But once ozone was introduced, it started to absorb UV and shut down the process.

This indicates that the sulfur comes from a deep mantle reservoir containing crustal material subducted before the Great Oxidation Event and preserved for over half the age of Earth.

"These measurements place the first firm age estimates of recycled material in oceanic hotspots," Hauri said. "They confirm the cycling of sulfur from the atmosphere and oceans into mantle and ultimately back to the surface," Hauri said.

Earth's cooling came to sudden halt in 1900, study shows

An international study used tree rings and pollen to build the first?record of global climate change, continent by continent, over 2,000 years.

A reconstruction of 2,000 years of global temperatures shows that a long-term decline in Earth's temperatures ended abruptly about 1900, replaced by a warming trend that has continued despite the persistence into the 20th century of the factors driving the cooling, according to a new study.

Indeed, for several continents, the increase in global average temperatures from the 19th century to the 20th was the highest century-to-century increase during the 2,000-year span, the study indicates. It's the first study to attempt building a millennial-scale climate history, continent by continent.

The research wasn't designed to identify the cause of the warming trend, which climate researchers say has been triggered by a buildup of greenhouse gases ? mainly carbon dioxide ? as humans burned increasing amounts of fossil fuel and altered the landscape in ways that released CO2.

Still, it's hard to explain 20th-century warming without including the influence of rising CO2 levels, because the factors driving the cooling were still present, notes Darrell Kaufman, a researcher at Northern Arizona University and one of the lead authors on the paper formally reporting the results in the journal Nature Geoscience.

The study, five years in the making, drew on the work of 87 scientists in 24 countries as part of the International Geosphere-Biosphere Program. One goal of the 27-year-old program is to gain a deeper understanding of Earth's climate history and the factors that contribute to climate variability.

The study used nature's proxies for thermometers ? tree rings, pollen, and other natural temperature indicators ? to build continent by continent a coordinated record of temperature changes during the past two millenniums.

Scientists use this proxy approach to reach farther into the climate's temperature history than the relatively short thermometer record allows. Such efforts aim to put today's climate into a deeper historical context as well as to identify the duration and possible triggers for natural swings that the climate undergoes over a variety of time scales.

Last March, for instance, a team led by Shaun Marcott at Oregon State University used climate proxies to build a global temperature record reaching back 1,200 years ? one that also noted the pre-1900 cooling trend.

Until now, however, the proxy approach has been used to reconstruct changes in global-average and hemisphere-wide temperatures, Dr. Kaufman explains.

"There was very little information about past climate variability at the regional scale," he says. Yet the team notes that no one lives in a global-average world. People live in specific regions where geography plays a vital role in shaping the climate patterns they experience.

10 Energy-Efficient Home Upgrades You Should ... - AOL Real Estate

On Earth Day and every day, we need to find ways to be kind to the Earth, preserve our natural resources and minimize the energy we are using. There are a variety of things that homeowners can do to make their homes more energy-efficient and environmentally friendly. Adam Prince of ZeroEnergy Design recommends implementing what you can now, while also creating a simple energy plan for the future.

"If an opportunity arises, you'll be ready," Prince said. "Think ahead about your decisions to improve your building shell, systems, appliances, lighting, and possibly add renewable energy. Having an energy plan in place will help avoid snap decisions and instead make the right decision -- for example, if your refrigerator breaks, if the roof needs replacement, or if you are about to finish the basement."

Sheri Koones is an award-winning author and journalist who has written several books about building energy efficient and environmentally friendly homes. Her latest book is Prefabulous + Almost Off the Grid: Your Path to Building an Energy-Independent Home, published by Abrams.

Stop Blogging, Stop Marketing. It's Not Working. - ClickNewz!

Coming up with blog topics, struggling through the actual content writing, posting your links to every social networking site, doing ?SEO? and market research, studying and trying every marketing strategy you can find, etc ? it?s boring. It?s stressful, frustrating, and makes you want to pull your hair out.

You just want to get more traffic and make more sales online, but it?s hard work! Even if it IS working, you?re probably investing entirely too much time, for too small a return. Would you agree?

This may sound outrageous, but ? stop blogging. And for that matter, stop marketing too. Trust me on this. I?m about to share a secret that will make your online business FUN again?

See the photo above? That?s me on the left, enjoying a slice of pizza in Atlanta with several people from my Private Brainstorming Group. I like to attend events and meetups around the world every chance I get, and meet people in person that I?ve gotten to know online through my work. It has really personalized my business!

And that leads me to this HOT tip that could make a BIG difference in yours?

Stop blogging, Stop Marketing, and Start Talking.

Blogging is not fun. It?s work. But talking about a topic you?re passionate about, now that?s fun! And chances are, you?re pretty good at talking about your business or the topic of your blog/site. If that isn?t the case, you?re in the wrong niche.

I find it easiest to talk about various topics in a more casual setting. Staring at a blank screen trying to write a blog post puts the pressure on. You?re trying to get all the elements right, and you?re focused on ?writing a good blog post.?

But if you?re sitting around a table on a beautiful afternoon having pizza, you could talk for hours on end about your topic! I know I can?

The same goes for forums, discussion groups, etc. You probably share valuable advice and great tips when you?re in ?conversational mode? whether online or offline.

And it comes easy, right?

I use this to my advantage when it comes to creating content, and also when marketing my business online. The trick is to get in that conversational mode. Having met so many people offline and in real life, I find it easiest to imagine those scenarios when we?re talking in person ? with specific faces in mind.

Even if you don?t get out to meetups and events, you likely interact with your target market on Facebook, Twitter, Google+, forums and other social sites around the web. You get to know people, you see their pictures and know what they look like, and you have a feel for who they are as individuals.

THAT is who you need to write TO.

Pick one person you have interacted with in your niche, and write specifically to them when you create blog posts and email your list. The same goes for your social media profiles too ? start posting updates, sharing valuable tips, asking questions, and engaging your ?followers? with real conversation!

If you stop trying to blog, and stop trying to promote your site, and just start talking? two things will happen. First, it will come much easier! Second, you?ll see a much better response rate from your market.

Forget strategies and tricks and methods. Your online business should be built around you, and your business should thrive from serving your market.

Talk TO them, not AT them.

If you have a hard time writing a blog post, press release, article, guest post, email newsletter, etc ? try this:

Imagine that someone has just emailed you a question. Or that they called you on the phone. Or that you are responding to a question in a niche forum.

Now? respond freely. Not only does it make the task of writing MUCH easier, your ?response? will be a much better ? and more appealing ? piece of content than you could ever write out of thin air for a blank screen.

Just publishing content and posting it around the web is not going to make you stand out in your niche. You really need to go the extra mile and get actively engaged with your market.

Don?t get caught up in the ?tasks? such as blogging and posting. Get caught up in your market and what they?re talking about. Your ?market? is made up of REAL PEOPLE. Figure out what they need or want, and how you can best help them.

Stop ?blogging? and start talking. That?s the key! ;-)

Best,

p.s. If you DO struggle with writing or blogging, and we *all* do from time to time!, here are some great posts that will help you out when you?re feeling stuck:

You have to have a good Internet promotion system in place if you hope to have a successful business. It is unavoidable in today?s market. Affiliate marketing can mean the difference between having a successful business or a failing one. In the following article, you will find several ways in which Affiliate marketing can enhance the success of your business.

Follow your competition to stay aware of current trends and failures in your market. It isn?t hard to view your competitors and evaluate their features. Now, you obviously don?t want to directly steal from them, but when you see what they?re doing to be successful in the niche, you can get a good idea about what you need to do better.

Design your website to inspire trust and confidence. Make sure your customers have confidence in your site! You can do this by placing a privacy policy on the top right part of the page. Your customers will be assured that the information that they give you is safe. Assure them that their identity is safe on your website.

Internet marketing can be difficult when you start, but don?t give up. Since you never know how close you are to success, giving up can cause you to miss out on your marketing goals. Be organized before launching your website, especially if you are selling a product or service. Success in any pursuit requires dedication and work and Internet marketing is no exception. No matter how arduous this journey may be, always keep in mind that your efforts will pay off.

NOTE! To trick people into clicking on ads, create a discreet image that links to a page describing the product you are selling. Use text that is the same as your articles are written and place the link at the conclusion of each article.

A great way to create high quality content is to get interviews with authorities within the field of your website. There are multiple options for the interview, such as audio, video or text based. These interviews can escalate your reputation and boost your traffic.

Services that provide email marketing are easily available and can assist you with internet promotion, but it?s always a good idea to try to learn the process yourself. It is simple to use auto responders, send bulk emails and build contact lists once your know what you?re doing. Plus the experience you gain from learning will always help you later on.

Allow your customers the ability to purchase items at wholesale prices if they buy in quantity. You can make profits with wholesale items being sold while increasing the amount you sell.

If you have free material, consider advertising it on sites or directories that showcase free services and products. Use multiple directories or sources if you are publishing and distributing a free e-zine. There are several directories for e-books, dictionaries, and other helpful materials.

NOTE! While having a profile on every social networking site available seems like a good idea, remember that each of these profiles takes time and effort to make it a profitable venture. If you have a profile that does not have fresh content people will think it is spam.

You can gather information from viewers about why they chose to not make a purchase by including a form on the bottom of your ad. If they decided not to purchase because of a problem with your website, you can improve it.

Affiliate marketing isn?t just a luxury now, it?s a necessity. If you are conducting business online, it?s something you can?t ignore. If you use these tips, you will make sure your business is seen and used on the internet. This will help you succeed with any of your online endeavors.

OK, we are virtually finished for today?

I am going to publish some additional internet marketing insights tips for you sometime tomorrow. Don?t hesitate to, leave your thoughts below and I?ll take a look at what can be done to help you out.

Hope this all helps and speak to you the next time round.

WASHINGTON (AP) ? President Barak Obama said victims of the Boston Marathon explosions still deserve to know the motives and the planning behind the deadly blasts, even as he acknowledged that the capture of a second suspect in Boston brought to a close a trying five days for his presidency and for the nation.

"All in all it's been a tough week," he said. "But we've seen the character of our country once more."

The marathon blasts and the hunt for the suspects that both terrorized Boston and captivated the country were the predominant worries at the White House. But the capture of one suspect Friday, following the death in a shootout of another, capped a frenzied week in Boston, Washington and elsewhere around the country.

A massive explosion leveled a Texas fertilizer plant Wednesday, leaving at least 14 people dead, 200 injured and a staggering 60 others still unaccounted. On Tuesday, letters addressed to Obama and to a U.S. senator were found to contain traces of poisonous ricin. An Elvis impersonator was arrested and charged with threatening the president's life.

"I'm confident that we have the courage and the resilience and the sprit to overcome these challenges and to go forward," Obama said late Friday at the White House, just over an hour after law-enforcement officials apprehended 19-year-old Dzhokhar Tsarnaev as a suspect in Monday's explosions at Boston's venerable race.

Three people were killed and more than 180 injured in the blasts. A Massachusetts Institute of Technology policeman was killed and another police officer was severely wounded during the manhunt .

Tsarnaev's older brother, 26-year-old Tamerlan Tsarnaev, was also wanted in the bombings and died earlier Friday in an attempt to escape police. The two men were identified by authorities and relatives as ethnic Chechens from southern Russia who had been in the U.S. for about a decade.

Obama called the two men "terrorists" and said Friday's capture "closed an important chapter in this tragedy."

Still he added: "Tonight there are still many unanswered questions, among them why did young men who grew up and studied here as part of our communities and our country resort to such violence? How did they plan and carry out these attacks and did they receive any help."

"The families of those killed so senselessly deserve answers, the wounded, some of whom now have to learn to stand, walk and live again deserve answers," he added.

His remarks came a few hours after Obama spoke to Russian President Vladimir Putin to thank him for what the White House described as close cooperation on counter-terrorism, "including in the wake of the Boston attack." Putin expressed condolences for the victims in Boston.

In his comments to reporters late Friday Obama cautioned against a rush to judgment about the motivations of the suspects and "certainly not about entire groups of people."

"That's why we have investigations, that's why we relentlessly gather the facts, that's why we have courts," he said.

The president also acknowledged the fertilizer plant disaster in West Texas, which he described "tightknit community in Texas devastated by a terrible explosion."

"I want them to know that they are not forgotten," he said, pledging to provide resources to recover and rebuild.

The president's praise for law enforcement was echoed by Republican leaders on Capitol Hill. House Speaker John Boehner of Ohio called their actions "a job well done under trying circumstances."

[Updated at 12:55 a.m. ET]

BOSTON ? An intense manhunt is underway for a gunman who shot and killed a campus officer Thursday evening at Massachusetts Institute of Technology (MIT).

The Middlesex County District Attorney's office confirmed the officer's death. The officer, who has not been identified, was reportedly answering a disturbance call when he was shot multiple times about 10:30 p.m.

Meanwhile, the university is pleading for students to stay indoors and out of harm's way.

"The shooter remains at large, police continue to search the campus," the school warned in a campus alert at 12:37 a.m. "Please REMAIN INDOORS until further notice."

The university issued the first alert at 10:48 p.m.: "There are gunshots reported in the vicinity of Building 32 (Stata Center). Area is cordoned off. Stay away from area."

According to audio of MIT police dispatch radio chatter posted online, an officer described the suspected shooter as a black male wearing black clothing and weighing approximately 120 pounds.

Stunned students asked news reporters if the shooting could be tied to this week's terror attack. However, no motive for the Thursday shooting has been given.

Yahoo News' Dylan Stableford reported from New York City.

Fla. runner gets photo of suspect fleeing Marathon

This Monday, April 15, 2013, shows a man who was dubbed Suspect No. 2 in the Boston Marathon bombings by law enforcement, in the upper center of the frame, wearing a white baseball cap, walking away from the scene of the explosions. The FBI identified him as 19-year-old college student Dzhokhar Tsarnaev, who along with his brother Tamerlan, 26, previously known as Suspect No. 1, killed an MIT police officer, severely wounded another lawman and hurled explosives at police in a car chase and gun battle during a night of violence, early Friday, April 19, 2013. Seconds after the Boston Marathon bombs exploded, Green pulled out his smartphone and took the photo of the chaos developing a couple hundred yards in front of him -- the smoke, the people running in panic. (AP) ? Seconds after the Boston Marathon bombs exploded, David Green pulled out his smartphone and took a photo of the chaos developing a couple hundred yards in front of him ? the smoke, the people running in panic.

The Jacksonville businessman then put his phone back in his pocket and went to help the injured. It wasn't until Thursday, when officials released surveillance video of the two suspects in the twin blasts, that Green realized what he had ? a picture of 19-year-old Dzhokhar A. Tsarnaev, distinctive in his backward white baseball cap, walking away from the scene.

Tsarnaev, known to the FBI as Suspect No. 2, was still on the run Friday, prompting authorities to shut down the city of Boston and its western suburbs and warn residents to stay inside with their doors locked while police and federal agents hunted him down.

Tsarnaev's older brother, 26-year-old Tamerlan Tsarnaev, identified as Suspect No. 1, was killed overnight, officials said.

When Green's photo of one of the Boston bombing suspects fleeing the scene first surfaced, there was considerable doubt as to its authenticity because of the very low resolution of the image, which made the photo appear to be a composite image. When Green later provided the high-resolution frame directly from his cellphone, editors of The Associated Press were able to establish its authenticity based on the improved resolution as well as the time the photo was taken. The AP has established an exclusive arrangement for distribution of the photograph.

Green, back at his home in Florida, wore his yellow and blue Boston Marathon jersey as he talked about the now-famous photo, his finisher's medal from the race propped on a shelf in his home office.

Green, 49, had finished Monday's marathon in 3 hours and 17 minutes, about an hour before the blasts. An avid endurance athlete and CEO of 110% Play Harder, a sportswear company, it was his first Boston Marathon and four of his co-workers had come to the finish line to cheer for him.

After he recovered, he went back to Boylston Street, where the finish line is located, to watch the rest of the race with his friends. He realized his phone was dying, so he went into a nearby store with a recharging station.

About 15 minutes later, he was walking back to his friends when the first bomb went off.

"I thought maybe it was a cannon," Green said. Then the second one exploded as he was walking toward it.

"When I saw it, I pulled out the camera and immediately took that picture," Green said.

He then put it back in his pocket and went to help the injured, including a boy and others who were missing limbs.

"It was like battle ? a lot of noise, a lot of smoke, people coming at me in a panic," he said.

A short time later, his friend Jason Lubin texted him and asked if he was OK. He replied with the photograph and a note: "It was just in front of me."

Lubin said Thursday night, after the FBI released photos of the two suspects, that he decided to take a closer look at Green's photograph ? on the off chance Green had captured anything unusual. He pulled up the photo on his smartphone and zoomed in on the crowd. There in the lower left corner was Tsarnaev walking around a corner, his backward white baseball cap standing out amid the dozens of panicked people fleeing. He appeared to be buttoning his jacket.

"I literally had to sit down," Lubin said.

He said he immediately sent Green a text message.

"I told him in my view it was a 100 percent match with the guy on TV," Lubin said.

That prompted Green to contact the FBI, which told him to send them a copy of the photograph.

He said that looking at the photo now, he is struck by two things: Tsarnaev isn't carrying the backpack the surveillance videos show him with before the bombings, and he is acting very differently from everyone around him.

"He is calmly walking, without panic," Green said.

Capcom: "excessive outsourcing" has resulted in a "decline in ...

Capcom has once again revised down sales of its big games for the last financial year - and blamed the decision in part on "excessive outsourcing".

In a note to investors warning of a "special loss" incurred after a "strict review of games under development", Capcom revealed new expected sales for the games it released in 2013 financial year.

Its revised forecast for sales of Resident Evil 6 from 5 million to 4.9 million. Once upon a time the Japanese company had hoped to shift 7 million copies of the action shooter.

Its revised forecast for Devil May Cry is 1.15 million, down from 1.2 million, itself down from an expected 2 million.

Capcom identified three reasons for these further revisions: a "delayed response to the expanding digital contents market"; "insufficient coordination between the marketing and the game development divisions in overseas markets"; and "decline in quality due to excessive outsourcing".

The latter point - the "decline in quality due to excessive outsourcing" - is sure to make UK studio Ninja Theory wince. It made Devil May Cry at the request of Capcom, which wanted a game different in style to the previous made-in-Japan titles in the series.

Capcom's "countermeasures", as it calls them, to its lower-than-expected financial performance, include increasing DLC and shifting to internal R&D. It has also "strictly re-evaluated" work-in-progress games as part of a business restructure, which has resulted in a 7.2 billion yen (?48.1 million) special loss. In other words, it cancelled a number of unannounced titles.

All told, Capcom halved its expected profit for the 2013 financial year from ?43.4 million to ?19.4 million.

Capcom has a number of games due out in the current financial year, including some that have been outsourced.

Lost Planet 3, made by Legendary: The Box studio Spark Unlimited, is one. It was recently delayed by two months to the end of August for "business reasons".

Thank a Simple Excel Glitch For Austerity Economics

You know the much-ballyhooed theory that high national debt correlates to crappy economic growth? The one that's trotted out on a regular basis by politicians arguing for austerity budgets and sequestration? Well, according to new findings, the study that austerity proponents cite more than any other is based on an Excel error. A big one. More »

Bill Rancic: 'I was rejected' by Giuliana early on

By Randee Dawn, TODAY contributor

Bill and Giuliana Rancic have gone through more highs and lows in the past two years than many married couples ever have to deal with: A double mastectomy when she was diagnosed with breast cancer in 2011, and the birth of their son Edward Duke via surrogacy in 2012. But based on their first date, it all could have gone a very different way.

"I tried to make the first move," recalled Bill during a visit to with TODAY's Natalie Morales on Monday. "And I was rejected!"

"That was one of my rules -- no kiss for at least three dates," said Giuliana. "I didn't want to be the 'kissing bandit.'"

Fortunately, everything is now relatively smooth sailing (the twosome married in 2007), except when the phone rings -- Giuliana admitted she doesn't like to pick up, not knowing what the doctors might tell her next. "Bill takes the call," she said. "You never know what you're going to hear on the other end of the line, but Bill took the call and everything was fine."

The pair also showed off some photos of little Duke, largely featuring Bill toting him around. "Bill is a baby hog!" cried Giuliana. "He's in every picture, I'm in none.... I'm Bigfoot in our house -- there are two pictures of me ... and they're both blurry."

But clearly they love spending time together, because now they're hosts of NBC's new reality dating series "Ready for Love." And while the show's only been on a few weeks so far, they're ready to make a prediction: "We're predicting two of the three guys get married by the end of the show," said Bill.

And maybe there's something to that -- after all, the Rancics know a thing or two about beating the odds. "Ready for Love" airs on Tuesdays at 9 p.m. on NBC.
