Moderate cleric Rowhani sworn in as president of Iran - World News

Hassan Rowhani, a moderate cleric, was inaugurated on Sunday. Rowhani then immediately named his entire cabinet, comprising mostly of fellow moderates. NBC's Ann Curry reports.

TEHRAN - Hassan Rowhani was inaugurated as president of Iran on Sunday following eight years of damaging sanctions and diplomatic wrangling with the West under the leadership of Mahmoud Ahmadinejad.

"The Iranian people voted 'yes' to moderation," Rowhani said in a speech.

"The Iranian?people want to live free."

On Saturday, the moderate cleric officially became president after receiving the formal endorsement of Supreme Leader Ayatollah Ali Khamenei. Khamenei handed power to Rowhani at a ceremony at the leader?s compound that was also attended by former presidents?Ahmadinejad and Akbar Hashemi Rafsanjani.

Former President Mohammad Khatami, who was a key supporter in Rowhani?s bid to become president, was not present at the ceremony.

"I want to restore hope to the Iranian people and fix the economy and get rid of these cruel sanctions,"Rowhani said after the ceremony, referring to the U.S.-led sanctions imposed on Iran over its disputed nuclear program.


Khamenei said Rowhani has expressed his desire to seek a "logical relationship" with the Western powers, "and I support him."

Rowhani reiterated that message on Sunday: "I want to engage with the West but with mutual respect and trust."

Officials in the West have watched Rowhani with the hope of more moderate leadership.

Under Ahmadinejad, Iran grew more isolated and came under stringent United Nations, U.S. and European Union sanctions over its nuclear program.

Rowhani won 50.7 percent of the vote in the June 14 election, making a second round of voting unnecessary.

Among the key nominees in Rowhani's proposed cabinet are veteran retired diplomat Mohammad Javad Zarif, tapped for the foreign ministry, and ex-oil minister Bijan Namdar Zanganeh for the same portfolio.

Zarif is American-educated, speaks fluent English and served from 2002 to 2007 as Iran?s ambassador to the United Nations.

Rowhani's proposed cabinet is largely made up of reform minded or moderate technocrats, many of whom served in the governments of former presidents Rafsanjani and Khatami. The parliament has 10 days to approve Rowhani's choice of ministers.

(AP) ? Amid online "chatter" about terror threats, U.S. diplomatic posts in 19 cities in the Muslim world will be closed at least through the end of this week, the State Department said.

Spokeswoman Jen Psaki said the decision to keep the embassies and consulates shuttered is a sign of an "abundance of caution" and is "not an indication of a new threat."

She said the continued closures are "merely an indication of our commitment to exercise caution and take appropriate steps to protect our employees, including local employees, and visitors to our facilities."

Diplomatic facilities will remain closed in Egypt, Jordan, Libya, Yemen, Saudi Arabia and Kuwait, among other countries, through Saturday, Aug. 10. The State Department announcement Sunday added closures of four African sites, in Madagascar, Burundi, Rwanda and Mauritius.

The U.S. has also decided to reopen some posts on Monday, including those in Kabul, Afghanistan, and Baghdad.

The Obama administration announced Friday that the posts would be closed over the weekend and the State Department announced a global travel alert, warning that al-Qaida or its allies might target either U.S. government or private American interests.

The intercepted intelligence foreshadowing an attack on U.S. or Western interests is evidence of one of the gravest threats to the United States since 9/11, according to several lawmakers who made the rounds on the Sunday talk shows.

"This is the most serious threat that I've seen in the last several years," Sen. Saxby Chambliss of Georgia told NBC's "Meet the Press Sunday. "Chatter means conversation among terrorists about the planning that's going on ? very reminiscent of what we saw pre-9/11."

Chambliss, the top Republican on the Senate Intelligence Committee, said it was that chatter that prompted the Obama administration to order the Sunday closure of 22 embassies and consulates and issue the travel warning.

Rep. C.A. Dutch Ruppersberger of Maryland, the top Democrat on the House Intelligence Committee, told ABC's "This Week" that the threat intercepted from "high-level people in al-Qaida in the Arabian Peninsula" was about a "major attack."

Yemen is home to al-Qaida's most dangerous affiliate, blamed for several notable terrorist plots on the United States. They include the foiled Christmas Day 2009 effort to bomb an airliner over Detroit and the explosives-laden parcels intercepted the following year aboard cargo flights.

Rep. Peter King, the New York Republican who leads the House Homeland Security subcommittee on counterterrorism and intelligence, told ABC the threat "was specific as to how enormous it was going to be and also that certain dates were given."

The Obama administration's decision to close the embassies and the lawmakers' general discussion about the threats and the related intelligence discoveries come at a sensitive time as the government tries to defend recently disclosed surveillance programs that have stirred deep privacy concerns and raised the potential of the first serious retrenchment in terrorism-fighting efforts since Sept. 11.

Senate Judiciary Committee Chairman Patrick Leahy, D-Vt., has scoffed at the assertion by the head of the National Security Agency that government methods used to collect telephone and email data have helped foil 54 terror plots.

Rep. Adam Schiff, D-Calif., a House Intelligence Committee member, said while he takes the threat seriously he hasn't seen any evidence linking the latest warnings to that agency's collection of "vast amounts of domestic data."

Other lawmakers defended the administration's response and promoted the work of the NSA in unearthing the intelligence that led to the security warnings.

King, a frequent critic of President Barack Obama, said: "Whether or not there was any controversy over the NSA at all, all these actions would have been taken."

On Friday, the White House announced the weekend closures and the State Department announced a global travel alert.

The warning urged American travelers to take extra precautions overseas, citing potential dangers involved with public transportation systems and other prime sites for tourists.

It noted that previous terrorist attacks have centered on subway and rail networks as well as airplanes and boats. It suggested travelers sign up for State Department alerts and register with U.S. consulates in the countries they visit. The alert expires Aug. 31.

The intelligence intercepts also prompted Britain, Germany and France to close their embassies in Yemen on Sunday and Monday. British authorities said some embassy staff in Yemen had been withdrawn "due to security concerns."

Interpol, the French-based international policy agency, has also issued a global security alert in connection with suspected al-Qaida involvement in several recent prison escapes including those in Iraq, Libya and Pakistan.

    1 dead, 11 hurt as car turns LA seaside into chaos

    LOS ANGELES (AP) ? A rapidly accelerating car driven by a young man screeched across a sidewalk and straight into a crowd enjoying one of Southern California's most popular boardwalks, killing one person, injuring 11 and leaving the promenade in chaos as he sped out of sight.

    The victim died at a hospital a few hours after the Saturday evening crash at the Venice Beach boardwalk, Los Angeles police Lt. Andy Neiman said.

    Security video shows the man parking his black car alongside the seaside boardwalk as the sun sank, surveying the idyllic scene for several minutes before getting back into the car and speeding into the crowd. It shows hundreds of people walking lazily or sitting at cafes before the black car suddenly appears and sends them scrambling wildly.

    Witnesses reported a horrifying aftermath.

    "There was people kind of stumbling around, blood dripping down their legs looking confused not knowing what had happened, people screaming," said 35-year-old Louisa Hodge, who was out enjoying the day on the Venice Beach boardwalk with a friend visiting from San Diego. "It was blocks and blocks of people just strewn across the sidewalk."

    Firefighters combed the chaotic crowd, finding 12 people wounded and taking 10 of them to the hospital where one later died, fire and police officials said.

    Another victim was in critical condition, two more were in serious condition, and the remaining eight had minor injuries, city fire spokesman Brian Humphrey said.

    The driver fled the scene and about an hour later, just as police were circulating word that they were seeking a black Dodge with a driver in his 20s, a man walked into a police station in neighboring Santa Monica, told officers he was involved in the boardwalk incident, Neiman said.

    Police then found a car nearby that they believe belonged to the man, Neiman said.

    Hours later detectives were questioning the man, calling him a person of interest and attempting to determine whether he was the driver, Neiman said.

    Neiman would give no details on the identity of the person who died or the person of interest.

    According to the security video and witness accounts, the man with a baseball cap, gray shirt and white pants parked next to the Cadillac Hotel, twice walking out to the boardwalk before getting into the Dodge Avenger and accelerating, swerving around yellow poles meant to prevent cars from getting into the pedestrian-only area and onto the boardwalk.

    "I heard a big 'boom, boom,' like the sound of someone going up and down the curb, it was super loud," said Alex Hagan, 22, who was working the desk at the Cadillac Hotel and watched the scene unfold from the start.

    The man knocked over two mannequins then started hitting people, swerving from side to side and often running straight into them.

    The crowd of hundreds of couples, families and children who had been sitting at cafes, shopping and walking lazily along in shorts and sandals were sent on a mad scramble to get themselves and others out of the way and to rush to help those who were hit.

    The car hit at least three vendors who were sitting at their sales booths, video showed.

    It hit two women who appeared to be in their 60s, Hagan said.

    Many ran after the car, screaming and cursing as it sped away, he said.

    Hodge said she and her friend, 31-year-old Ashley Taylor, had made note of the numbers walking along the seaside.

    "It was a really nice day, there were tons of people out, in fact, we were talking about how packed it was, because we were having a hard time getting through all the people," said Hodge.

    She and her friend stepped into a store to buy a couple of hats, a move that may have saved their lives, and stepped out to see the aftermath, as emergency crews arrived and started putting victims on tarps.

    Hodge saw one man and woman lying next to each other, wearing head braces and barely able to move.

    "They were just laying next to each other and grasping hands," Hodge said, "just a man and a woman holding hands."

    Hours later police were surveying the same stretch of ground for evidence.

    The Venice boardwalk is a cultural hub in a part of Los Angeles known for its circus-meets-gritty-city eccentricities.

    The 1.5-mile ribbon of asphalt that runs along the sand a few hundred yards from the ocean is home to galleries, restaurants, tattoo shops, skateboard parks and the famous outdoor weight room known as Muscle Beach.

    It can draw as many as 150,000 people on summer weekends.

    Nvidia wants its Shield to combine PC, mobile gaming

    One of the biggest surprises from this year's Consumer Electronics Show in Las Vegas came when Nvidia, a tech company primarily known for its powerhouse graphics processing units and chipsets, revealed?it was making a full-fledged mobile gaming device of its own to stand alongside the many devices that Nvidia's technology already powers.

    After a slight name change, a month's delay and drop in price from $349 to $299, the Nvidia Shield hit store shelves this week. But what is Shield, exactly?

    "We don?t consider Shield a console," Bryan Del Rizzo, Nvidia senior PR manager of consumer products, explained when I first emailed him inquiring about what I thought was a new mobile gaming console through-and-through. "It?s a mobile Android gaming platform that also is able to stream PC games."

    The idea behind Shield was to create something that sits on the border between high-end PC gaming and its mobile counterpart on Android, so the Nvidia Shield is a mish-mash of different elements.

    On one hand, it's a fancy Android platform with a gaming controller attached to it. On the other, it's a device that can interact with a PC in a manner similar to how Sony is promising the PlayStation Vita will once the PlayStation 4 comes out ? Shield users, when equipped with the right hardware and in wireless range, can stream games straight from their PC gaming setup to the mobile device.

    It's a great idea for anyone who wants to play "Skyrim in bed," as one early reviewer put it. And like Sony's similar promise for cross-play between the PlayStation 4 and PS Vita shows, it's an ambitious idea to bring high-end video game experiences to not-so-high-end devices.

    But as with any new emerging technology, there are hiccups along the way. In addition to needing a stable Wi-Fi connection, the streaming part of the Shield's functionality relies on an H.264 encoder that's built into Nvidia's GeForce GTX 650 or higher graphics-card models ? a requirement that could set you back at least another $100 if you don't have one of the company's PC graphics cards, let alone a functioning PC gaming tower in its own right. And the limitations of Wi-Fi range seems to either render this "mobile gaming device's" most promising features inert, or not allow it to be truly "mobile."

    Nick Stam, Nvidia's technical marketing director, told NBC News that ideally the device could eventually be set up to stream games from?GRID, its cloud gaming-esque system also unveiled at this year's CES. But for the time being, they're still focused on working out the kinks in the current streaming system.

    "Not every game works perfectly," Stam said. "That's why we still have it in beta."

    It might seem like a peculiar choice for an established chipmaker to wade into the chaotic and competitive arena of console development. But Nvidia could actually be in a better position than some of its leaner rivals because it doesn't really need to make much money off this device yet.

    Piers Harding-Rolls, director of games at market research firm IHS Global Insight, told NBC News that the Shield could basically function as a souped-up business card for Nvidia, helping court fellow gaming companies and mobile gadget makers alike (not to mention average consumers) to its line of graphics cards.

    "We expect the platform to be a niche seller at this point," Harding-Rolls wrote in an email to NBC News. "We don't expect it to sell at the level of other handheld consoles, but we don't believe that is necessarily a major issue for Nvidia, as this strategy is as much about provoking interest in Nvidia technology, engaging gamers outside of the PC sector especially in the mobile space and driving brand awareness, as it is generating direct revenue from a handheld console."

    But Michael Pachter, a prominent game industry analyst at Wedbush Securities, is less optimistic about the Shield's chances of success.

    "I really don?t care about Shield," Pachter wrote when I emailed him asking about the device this week.

    "It is not going to sell well at all, reminds me of N-Gage," he added, referring to Nokia's famously hideous flop of an attempt to make a mobile console in 2003.

    Dean to challenge Hurst in GOP race for House District 35

    Election season next year will again find Munford businessman Steve Dean challenging state Rep. Steve Hurst, but in this case the contest will be the June 3 Republican party primary.

    In 2010, Dean and Hurst both ran to represent House District 35, which includes parts of Talladega, Clay, Calhoun and Coosa counties, but Hurst ran as a Democrat.

    Hurst, now serving his fourth term, was part of a wave of Democrats who switched to the Republican party after the 2010 elections, which put control of the Alabama Legislature in the hands of the GOP for the first time since Reconstruction.

    In a press release announcing his candidacy Friday, Dean said the district needs a strong pro-business advocate who will recruit new companies and strengthen the ones the area already has. He said because he started a manufacturing business that now employs 39 people, he knows how to do that.

    ?I know firsthand what it takes to build a business from the ground up, to create good-paying jobs and to grow our local economy,? he said in the release.

    Asked about his challenger, Hurst said Dean is a nice man from a great family.

    ?I wish he wouldn?t, but if he chooses to run, we?ll let the voters make the decision,? he said.

    Dean will have the support of one of the state?s most powerful Republican leaders.

    Alabama Senate President Pro Tem Del Marsh said he?ll back the challenger in the race.

    Marsh, of Anniston, said he believes Dean, who?s owned BD Precision Manufacturing in Oxford since 2001, is a great businessman and understands economic development.

    ?I consider him a friend and truly think he would make a great legislator,? Marsh said.

    State campaign finance records show Marsh's campaign contributed $10,000 to Dean?s campaign in 2010.

    Dean said that if he?s elected, he hopes to focus on legislation that helps small businesses. He pointed to bills like one sponsored by Rep. Bill Roberts, R-Jasper, that would require municipalities to pay contractors within 45 days from the completion of a project.

    ?When they?re waiting to get their grant money, they really hold the contractors up,? he said.

    Dean also said he would work to expand the Alabama Math Science and Technology Initiative and to promote more career technical training and schools.

    ?We need people to build stuff and to make things,? he said.

    If re-elected, Hurst said, he plans on reintroducing a bill he filed during the last legislative session that would change the state?s law on sexual abuse crimes. This proposal would require offenders 21 or older who are convicted of sexaully abusing a child under 12 to agree to surgical castration before being considered for release.

    ?I?ll introduce it every year until it gets passed,? he said.

    Hurst is also known for sponsoring the Castle Doctrine Bill, which strengthened home self-defense rights for Alabamians. The bill, signed into law, authorized citizens to shoot an intruder if the homeowner believes his life is at risk. Before the law, residents were required to retreat to the farthest room in their home.

    Hurst was appointed to the Talladega County Commission in 1985 by then-governor George Wallace. Hurst served as a commissioner for eight years.

    Dean is a member of both the Talladega County Republican Executive Committee and the Alabama Republican Party State Executive Committee. He?s also vice chairman for the Alabama GOP?s third congressional district.

    A recent trend in the naming of legislation is to include the purported benefits in the title, hence, the ?Patient Protection and Affordable Care Act??aka Obamacare. Unfortunately, experience has shown that many legislation titles tend to be diametrically opposed to reality, as in the ?paperwork reduction act.?

    Consequently, it came as no surprise that Ralph Hudgens, Georgia?s Insurance Commissioner, has asked for a 30-day delay in approving plans submitted by seven insurance companies. In his request to Kathleen Sebelius, Secretary of the US Department of Health and Human Services, Hudgens stated, ?In complete contradiction to every promise made by the President with regard to the Patient Protection and Affordable Care Act (?PPACA?), insurance companies in Georgia have filed rate plans increasing health insurance rates up to 198 percent for some individuals.

    Georgia consumers cannot afford these massive rate increases. For their protection, I am requesting that you grant an emergency 30 day delay of the July 30, 2013 deadline for our department to approve these increases. In addition, I am requesting that your Department show cause why these massive requested rate increases ate not justified under PPACA. I am asking that you answer this emergency request by close of business, July 30, 2013.?

    Georgia Senate President Pro Tem David Shafer also voiced concerns about the Obamacare-instigated rate increases. ?Notwithstanding the President?s many assurances to the contrary, I have always suspected that Obamacare would lead to higher health insurance rates,? Shafer said. ?But the rate increases pending before the Georgia Insurance Department are absolutely staggering in magnitude.?

    Shafer isn?t a Johnny-come-lately to health insurance issues. Previously, he served as Deputy State Insurance Commissioner and Vice Chair of the Senate Insurance and Labor Committee.

    According to ACA proponents (mostly Democrats), Hudgens and Shafer are wrong about the legislation creating massive increases in premium costs. As proof, they cite a Washington Post headline: ?Maryland issues insurance rates that are among the lowest in the U.S.? What the headline fails to address is the fact that in spite of the comparatively lower rates (compared to other states) health insurance premiums in Maryland would increase up to 25%, compared to 2013 rates.

    That increase was noted in a Baltimore Sun article, which stated: ?Marylanders who buy health insurance on a state exchange under health reform could see their premiums jump as much as 25 percent under rates approved by state regulators, but those increases are less than insurers sought.

    Maryland Insurance Commissioner Therese M. Goldsmith approved premium increases Friday for nine insurance companies who applied to sell plans to individuals through a state exchange, called Maryland Health Connection, established under health reform.

    The rates were significantly lower than what insurance companies had requested, but still higher than the 6 percent to 7 percent annual premium increase that is typical across the country. Insurers said they were seeking the increases to cover the uncertainty of new costs associated with health care reform.?

    When you cut to the chase, you find that claimed health insurance premium rates aren?t necessarily what individuals will pay. Federal tax subsidies will help offset costs for some individuals. Maryland officials estimate that approximately 75% of the people buying health insurance through the state exchange will receive ?federal assistance? in one form or another. If you?re confused as to the source of the dollars used for ?federal assistance?, consult your income tax return, or (if your stomach is naturally strong) the current national debt.

    In a number of states, insurance premiums are claimed to be significantly lower than predicted by the Congressional Budget Office, which raises questions regarding the massive increases noted by Georgia?s Insurance Commissioner. Without question, actuarial assessments, state regulations, and enrollment levels vary from state to state and influence ultimate rates. That influence has obviously not been beneficial to residents of Georgia.

    Under the Business Opportunity Rule, sellers and marketers have to give you a one-page disclosure that includes the identity of the seller; a list of references; information about lawsuits or other legal actions involving the seller or its key personnel; and information about whether a cancellation or refund policy exists. If it does, then they also inform of the terms of that?policy.

    The disclosure also must include a statement about whether the seller is making an earnings claim. If so, then they must provide an earnings claim statement in addition to the?disclosure.

    Sellers and marketers also have to give you seven days to review and research their disclosure before signing a contract or paying any?money.

    If you are seeking work-at-home opportunities, research the company online and with the?BBB.

    Also beware of unsolicited offers. If you haven?t filled out an application, met with the business or had an interview, it is likely a scam. Two other red flags of a scam are when a marketer asks for you to pay up front or to wire?money.

    Google has eventually announced that it will be starting a service called Android Device Manager later this month which will help Android Smartphone owners to track their lost Smartphones and protect their data in case the phone could not be recovered. Google Play Store has plenty of third party applications such as Where?s My Droid, Find My Phone and Android Lost that offer similar functionality, but an official service from Google definitely makes sense as it would be more reliable and trustworthy.

    Benjamin Poiesz, Project Manager of Android said in an official blog post:

    Have you ever lost your phone in between the couch cushions or forgot it in a restaurant? Or maybe searching for your phone before you rush out the door is part of your morning routine?     The Android Device Manager will allow the users to remotely locate their device in case of a theft or misplacement and will allow the owner to remotely wipe out the data to protect their privacy. The iPhone owners or the Android users that have had a chance to have a look at the similar official functionality provided by Apple called ?Find my iPhone? will instantly connect with this analogous service in Android. The device is displayed on a map in real-time, just like Find My iPhone.

    The app will also allow users to find their misplaced phones by ringing it at its maximum volume so that you can spot it instantly; even it was on silent when it got misplaced. There aren?t any details available into the functionality, but all the basics are covered for the time being. The service will be available on Android 2.2+ Smartphones and will require the owners to log in with their Google account with which the device is connected in order to use it.     It is great to see that Google has finally realized the importance of the data privacy and device tracking and has listened to the requests of the leading mobile OS Android?s users for such functionality. It will be awesome if Google integrates the same service directly in the Operating System with the Android 5.0 Key Lime Pie version. Many major Original Equipment Manufacturers (OEMs) like Samsung and Sony have their own solutions in Samsung Dive and My Xperia remote security, respectively. But an official omnipresent mobile tracking solution for all Android devices by Google should definitely become the first priority for users.

    Fort Wayne Man Killed In Florida Crash

    LAKE CITY, Fla. (www.incnow.tv) - A Fort Wayne man was killed Wednesday night in a crash in northern Florida.

    Windy Cobb, 38, was driving the family SUV westbound on Interstate 10 through Columbia County, Fla, around 9:15 when the SUV left the roadway, according to the crash report Florida Highway Patrol.

    The SUV drove through a ditch, partially overturned and hit a tree, FHP says.

    Shawn Cobb, 36, Winday's husband, was a passenger and the car, and died in the crash.

    Windy Cobb was flown to a Gainesville, Fla., hospital in critical condition.

    The Cobbs' son, Breydon, 14, was also injured in the crash. He was taken to a Gainesville hospital in serious condition.

    Windy Cobb is the program director at UNITY Performing Arts Academy.

    "Tragedy has struck the UNITY Family," Marshall White, CEO & founder of UNITY, posted on the Voices of Unity Choir's Facebook page. "I'm asking all of you to please begin praying for God to spare Windy's life."

    UNITY held a prayer vigil for the Cobb family Thursday night at IPFW's Rhinehart Music Center.

    Additionally, a prayer vigil will be held at the Cobb's family church, St. John Evangelical Lutheran Church, 729 W. Washington Blvd., at 7 p.m. Friday.

    Butler Community College hopes tobacco-free policy will serve as example

    Tobacco use is now prohibited across Butler Community College's campuses and facilities.

    Bill Rinkenbaugh doesn?t mind sharing information about how Butler Community College is implementing a tobacco-free policy.

    He hopes the policy, which took effect Thursday, will serve as a model for other higher education institutions.

    Butler?s tobacco-free policy applies to all of its buildings, athletic facilities, grounds and vehicles.

    I spoke to Rinkenbaugh, Butler?s vice president for student services, about the college?s policy Friday afternoon.

    He says discussions about it started last August, and now that it?s in effect, educating people about it will be crucial.

    Rinkenbaugh says Butler began posting signs around campus earlier this year advising people that the college was becoming tobacco-free.

    Students, faculty and employees were sent letters notifying them of the change, and ash trays and cigarette receptacles were removed. Rinkenbaugh says additional letters will be sent to students who are late enrollees. ?It?s all going to be about education,? he says.

    Butler, he says, plans to offer health fairs and help people quit smoking.

    Based on enrollment, Butler is one of the largest ? if not the largest ? higher education institution in Kansas to go tobacco-free.

    That?s already caught the attention of other colleges and universities.

    Rinkenbaugh says he?s received a call from a student group at Wichita State University that is interesting in advocating something similar.

    WASHINGTON (AP) ? The accomplishments are few, the chaos plentiful in the 113th Congress, a discourteous model of divided government now beginning a five-week break.

    "Have senators sit down and shut up, OK?" Senate Majority Leader Harry Reid blurted out on Thursday as lawmakers milled about noisily at a time Sen. Susan Collins was trying to speak.

    There was political calculation even in that. Democrats knew the Maine Republican was about rip into her own party's leadership, and wanted to make sure her indictment could be heard.

    Across the Capitol, unsteady bookends tell the story of the House's first seven months in this two-year term. Internal dissent among Republicans nearly toppled Speaker John Boehner when lawmakers first convened in January. And leadership's grip is no surer now: A routine spending bill was pulled from the floor this week, two days before the monthlong August break, for fear it would fall in a crossfire between opposing GOP factions.

    A few weeks earlier, Boehner suggested a new standard for Congress. "We should not be judged on how many new laws we create. We ought to be judged on how many laws that we repeal," he said as Republicans voted for the 38th and 39th time since 2011 to repeal or otherwise neuter the health care law known as Obamacare.

    Reaching for a round number, they did it for a 40th time on Friday, although the legislation stands no chance in the Democratic Senate and the GOP has yet to offer the replacement that it pledged three years ago to produce.

    House Democrats claimed to hate all of this, yet couldn't get enough.

    After attacking virtually every move Republicans made for months, they demanded the GOP cancel summer vacation so Congress could stay in session. The break, Democratic leader Nancy Pelosi said, "shows shocking disregard for the American people and our economy."

    To be sure, there have been accomplishments since Congress convened last winter, although two of the more prominent ones merely avoided a meltdown rather than advancing the public's preferred agenda.

    A closed-door session helped produce compromise over President Barack Obama's stalled nominations to administration posts and important boards ? avoiding a blow-up that Republicans said would follow if Democrats changed the Senate's filibuster rules unilaterally.

    Months earlier, at the urging of their leaders, House Republicans agreed to raise the government's debt limit rather than push the Treasury to the brink of a first-ever national default.

    Legislation linking interest rates on student loans to the marketplace passed, and, too, a bill to strengthen the government's response to crimes against women. Two more measures sent recovery funds to the victims of Superstorm Sandy.

    Among the 18 other measures signed into law so far: one named a new span over the Mississippi River as the Stan Musial Veterans Memorial Bridge, after the late baseball legend. Another renamed a section of the tax code after former Sen. Kay Bailey Hutchison of Texas.

    A third clarified the size of metal blanks to be used by the Baseball Hall of Fame in minting gold and silver commemoratives: a diameter of .85 inches in the case of $5 gold coins, and 1.5 inches for $1 silvers.

    The Senate passed sweeping immigration legislation to spend billions securing the nation's borders against illegal entry and creating a path to citizenship for an estimated 11 million immigrants currently in the country unlawfully. The vote was 68-32, with all Democrats and about one-third of Republicans in favor.

    But House Republicans, many of whom oppose granting citizenship to anyone living in the country illegally, deemed the bill a non-starter. They intend to have alternative legislation this fall. If it succeeds, that will give the two houses about a year to somehow compromise before Congress' term expires.

    The Senate approved a bipartisan farm bill that followed customary lines in providing funding simultaneously for growers and for government programs to feed the hungry.

    But a revolt by tea party conservatives blocked passage of a combined bill in the House, which then approved a measure to aid farmers. The leadership promises one for nutrition programs this fall, and an attempt will be made to find common ground with the Senate.

    So far, Congress' classic two-house compromises have been elusive.

    Both houses have approved budgets.

    But some Senate Republicans have blocked Democratic attempts to begin compromise talks, saying they will relent only if there is agreement in advance not to raise the federal debt limit as part of any deal.

    "Let me be clear, I don't trust the Republicans," said GOP Sen. Ted Cruz, a tea party-backed first-term lawmaker from Texas. "I don't trust the Democrats, and I think a whole lot of Americans likewise don't trust the Republicans or the Democrats because it is leadership in both parties that has got us into this mess."

    Indeed, most opinion polls over the past six months put public approval for Congress in the mid-teens, with disapproval generally over 70 percent.

    And yet, says Rep. Peter King, R-N.Y., "Congress does reflect the American people and the American people are divided."

    Sen. Deb Fischer, a Nebraska Republican who took office in January, said gridlock "is not as bad as I expected," and seems exaggerated by the frenzied 24-hour-a-day news cycle. She said she has been able to agree with several Democrats on amendments to bills in committee.

    On a larger scale, though, even prior agreements are endangered. One example:

    Under legislation already in effect, spending for one category of federal programs is supposed to total $967 billion for the fiscal year beginning on Oct. 1, with a portion set aside for defense and another share for domestic accounts.

    In the House, Republicans approved a budget that adheres to the $967 billion figure but puts more into defense and less into domestic programs than is mandated.

    In the Senate, Democrats opted for $1.058 trillion, far in excess of the agreed-upon total.

    The difference, about $92 billion, must be reconciled before lawmakers can approve legislation to keep the government in operation after Sept. 30.

    Further complicating matters, some tea party-backed Republicans say they will vote for such legislation only if it cancels all funding for the health care law that Congress passed three years ago ? a condition Democrats and Obama vehemently reject.

    The alternative to compromise is a partial government shutdown, an outcome leaders in both parties say they can avoid.

    But that's a struggle for after vacation.

    Facebook and the National Network to End Domestic Violence (NNEDV) teamed up to create a guide on privacy and safety aimed at survivors of abuse. While the guide may be particularly helpful for survivors of domestic violence, dating abuse, cyber-stalking and the like, it is also the clearest, most informative guide to Facebook's privacy and safety features we've seen in quite some time.

    "Privacy and safety go hand in hand for survivors. The most dangerous time for a victim of abuse is when they are preparing to leave or have left an abusive partner," a post by Cindy Southworth, NNEDV's vice president of development and innovation, and Erica Olsen, an NNEDV senior technology safety specialist, explains. "It is critical that survivors have the information that they need to navigate their lives safely and, in today?s digital age, a significant part of our lives are online."

    "Telling a victim to go offline to be safe is not only unacceptable, it further isolates her from people who love her," the post emphasizes. "Survivors shouldn?t have to live their lives avoiding every possible situation that the abusive person could misuse."

    The guide very clearly fits with that theme. It reviews all the Facebook features which allow users control over the content and information they share, who may be able to see which details, how to protect accounts from being hijacked, and how to report abusive content and communications.

    There are a lot of things which are known ? and perhaps even very obvious ? to many Facebook users, such as reminders that the content you post on other users' Timelines may be visible to a wider audience than you realize or that it's possible to receive a notification whenever your account is accessed from a new device, but the guide is worth a read nonetheless. It clearly lays out concepts with which survivors as well as novice Facebook users may desperately need to familiarize themselves.

    Well-written as it may be, this guide doesn't offer much in the way of options for survivors who need the ability to use a pseudonym online. Southworth tells NBC News that using an alternate name or legally changing one's name is not necessarily the best option for most situations. "The work we?ve done over the past few decades has drastically reduced the number of victims who need to apply to change their names and social security numbers ? we?ve been documenting this decrease on the ground and it has been confirmed by the Social Security Administration."

    "Friends who have less motivation to lock down everything may post an announcement of an event that, in effect, announces the location of a victim. And when victims' comments on friends' posts are made visible, this too can be used to glean information," Danah Boyd, a senior researcher at Microsoft Research, whose research focuses on young people and social media, countered in an email to NBC News. "What victims need ? more than anything ? is not to be able to be found, online or offline."

    Research hope for bladder cancer

    Bladder cancer is a common condition ? an estimated 10,000 people are diagnosed with the disease each year in the UK. It is the seventh most common cancer in the UK, affecting men more than women.

    Some people develop invasive bladder cancer, which is where the cancer has grown through the muscle layer of the bladder. When this occurs, there is a higher risk that the cancer will spread to other areas of the body and it is much more difficult to treat.

    Until now the signalling process that allows a benign, small polyp to develop into something that spreads and is invasive has not been clear. But research carried out by a team at Plymouth University has for the first identified an important mechanism behind this process.

    The research is published today 1st August 2013 in the American Journal of Physiology ? Renal Physiology.

    Key to the research is a protein, pancreatic secretory trypsin inhibitor (PSTI), which is present in most bladder cancers. The research has identified the role PSTI plays in the signalling process that allows the spread and invasion of bladder cancer.

    By understanding the process by which this protein helps the cells to spread, and invade into other tissue, researchers can start to develop ways to interrupt this process, potentially leading to new treatments.. This has the potential to improve the survival and life quality of those with early diagnosed bladder cancer, and reduce the instances where rigorous drug regimes or invasive surgery are required.

    The research was led by Professor Raymond Playford and Dr. Tanya Marchbank from Plymouth University. Professor Playford said: "Although bladder cancer can be readily treated if caught early enough, once it starts to invade into deeper tissues and spread to distant sites it is a much more difficult, painful and life-affecting cancer to live with. Treatment becomes more difficult as tumours grow deeper into the bladder wall and spread, and survival rates decline ? it is estimated that just 25 per cent of those with severe invasive bladder cancer will be alive and well three years after diagnosis and treatment. By identifying the mechanism by which bladder cancer develops and spreads, we hope that in time therapies that manipulate this mechanism may be developed to improve the quality of life and survival rates of those with invasive bladder cancer."

    PlayStation 4 Leads The Way In Video Game Console Energy Efficiency


    Anticipation mounts as the next generation of video game systems are starting to hit the market, promising more realistic graphics, better sound and a more movie-like experience.

    Last year, Nintendo released the Wii U, the successor to the Wii. This fall, Sony will release the PlayStation 4, while Microsoft enters the ring with Xbox One.

    But with all those shiny new gaming consoles comes a question: Which system is the most energy-efficient system on the market and waste the least amount of energy.

    The good people at Enervee?have provided the answer:

    With the tests being completed and the numbers crunched, its Sony who comes out the winner.?The PlayStation 4 out of a scale from 0 to 100 (100 being the top mark) received an efficiency score of 100.?Xbox One, was second at 96,?Ouya???an Android operating system micro console ? was third with a score of 78, while the?Nintendo Wii U has a ranking of 67, even below next generation systems.

    Older systems??rank even lower on the energy efficiency scale: PlayStation 3 Slim 500GB has a rating of 69; the Wii finishes with 65; Xbox 360 at 63 out of 100; and last on the scale was the PlayStation 3 Slim 320 GB at 62.
