JERUSALEM (AP) ? Israel's Cabinet approved the release of 104 long-held Palestinian prisoners Sunday, clearing a hurdle toward a possible resumption of Israeli-Palestinian peace talks after five years of paralysis.
The prisoner release is part of a push by U.S. Secretary of State John Kerry to bring the two sides back to the table. Sunday's 13-7 vote, with two abstentions, marks his first visible achievement after six months of shuttle diplomacy.
As a next step, Israeli and Palestinian negotiators are set to hold preliminary talks in Washington on Tuesday, to be followed by up to nine months of negotiations on a peace deal.
Saeb Erekat, the chief Palestinian negotiator, welcomed the Cabinet vote as "a step toward peace."
The fate of Palestinian prisoners is emotionally charged for both sides. Palestinians tend to view prisoners as heroes who made sacrifices in the struggle for independence. Most Israelis view them as cold-blooded terrorists.
The Cabinet approved the release in principle of the 104 prisoners, said a government official who spoke on condition of anonymity in line with briefing regulations. Under the deal brokered by Kerry, the prisoners would be freed in four stages over several months. Each step would be linked to progress in negotiations.
According to a list provided by the Palestinians, the prisoners have served between 19 and 30 years for involvement in deadly attacks on Israelis. Their release would go a long way toward giving Palestinian President Mahmoud Abbas a popular mandate to resume negotiations with Israel, despite widespread skepticism on both sides after 20 years of intermittent talks that produced no results.
On the Israeli side, Prime Minister Benjamin Netanyahu faced stiff opposition from within his governing coalition, including his own Likud Party. Two Likud ministers and those from the pro-settler Jewish Home Party voted against a prisoner release.
Outside the government complex, hundreds of Israelis who lost loved ones in Palestinian attacks demonstrated against the release.
Netanyahu told the Cabinet releasing prisoners involved in deadly attacks was difficult for him.
"This is not an easy moment for me, and is not easy for the ministers in the government and is especially difficult for the bereaved families," Netanyahu said. "But there are moments where I need to make tough decisions for the good of the country and this is one of those moments."
"I believe that resuming the political process at this time is important for Israel," he said, noting that any peace deal would have to be approved in a national referendum.
Along with the prisoner release, ministers also authorized the resumption of talks with the Palestinians and agreed that a team led by the prime minister would oversee negotiations.
They approved the draft of an amended bill that would require a referendum on any partition deal with the Palestinians.
A resumption of peace talks is not yet assured, though.
Abbas has said he won't go back to talks unless Netanyahu accepts the pre-1967 war lines as a starting line for border talks. That refers to all of the West Bank, Gaza Strip and east Jerusalem. The Palestinians want to establish their state those territories, captured by Israel in 1967, though they have said they are ready for minor adjustments.
Abbas told reporters Friday that the invitation to talks to be issued by Kerry will state that the basis for negotiations is the 1967 line. It's not clear whether Netanyahu has dropped his long-standing objection to the idea.
In his comments Sunday, Erekat referred to the touchy issue.
"I hope that we can use this opportunity that the U.S. has provided for us to resume negotiations, in order to achieve peace with a state of Palestine that can live in peace and security next to the state of Israeli on the 1967 lines," he said.
Before the Cabinet vote, hundreds of relatives of those killed by the prisoners protested the release outside parliament. Families held pictures of slain loved ones and chanted, "Terrorists must not be freed."
One of Netanyahu's major coalition partners, Naftali Bennett of the Jewish Home Party, took part in the rally. "Whoever demands the killers of women and children to be freed are not worthy to be called a partner," he said, referring to Abbas. "We have nothing to negotiate with he who praises the killers of women and children," Bennett said.
Bennett has threatened to pull his party out of the government if the prime minister agrees to other Palestinian demands, such as recognizing the 1967 line as a base for talks.
Other Israeli leaders said freeing the prisoners is a necessary move in order to promote peace talks.
"This is a painful decision ... but it's a step that will strengthen Israel strategically," opposition leader Shelly Yachimovich of the centrist Labor party said. She called on Netanyahu to listen to an Israeli majority in favor of a peace deal and "not to be led by extremists in his government."
Israel has a history of releasing Palestinian prisoners, including those involved in attacks. In 2011, it exchanged some 1,000 Palestinians for a single Israeli soldier held by Gaza militants.

WASHINGTON (Reuters) - A U.S. Senate panel voted unanimously on Thursday to seek trade or other sanctions against Russia or any other country that offers asylum to former spy agency contractor Edward Snowden, who has been holed up for weeks at a Moscow airport.
The 30-member Senate Appropriations Committee adopted by consensus an amendment to a spending bill that would direct Secretary of State John Kerry to meet with congressional committees to come up with sanctions against any country that takes Snowden in.
Snowden is wanted by the United States on espionage charges for revealing details of government intelligence programs. He arrived in Moscow on June 23 from Hong Kong, where he had fled to escape capture and trial in the United States.
He has asked for temporary asylum in Russia until he can reach a country that will shelter him, but U.S. authorities have made clear they will be deeply disappointed if Russia lets the fugitive leave the airport.
Bolivia, Nicaragua and Venezuela have said they could offer sanctuary to Snowden.
Republican U.S. Senator Lindsey Graham said he introduced the amendment to try to get the attention of any country that might take in Snowden, not Russia in particular, although he noted Moscow has lined up against the United States on other issues, including the civil war in Syria.
"When it comes to Russia, it's just not about Snowden. They are allying with Iran, 100,000 Syrians have been killed, they are providing weapons to Assad that are getting in the hands of Hezbollah. And really enough's enough," said Graham, who has suggested the U.S. consider boycotting the 2014 Winter Olympics in Russia.
The amendment would direct Kerry to meet with congressional committees to develop sanctions options "including revocation or suspension of trade privileges and preferences."
It was not immediately clear how any sanctions program would work, and the spending bill is several steps from becoming law.
But the United States has a number of programs that provide international trade benefits to developing countries, including Bolivia and Venezuela, which could be affected.
The country also has a free trade agreement with Nicaragua that could come under scrutiny.
Josh Earnest, a White House spokesman, told reporters on Thursday that President Barack Obama's administration was having "ongoing conversations" with Russia and that authorities there had not made clear Snowden's status.

WASHINGTON (Reuters) - The U.S. Navy has told Raytheon Co to stop work on a next-generation electronic jamming system contract the company won on July 8, after BAE Systems Plc formally protested the contract award.
Raytheon Chief Executive William Swanson, disclosing the stop-work order on Thursday, told analysts his company was "very comfortable" about its prospects for holding onto the contract.
He said Navy acquisition officials were very thorough in deciding contract awards and generally prevailed in any protest actions.
"And this is not a competition that happened overnight," Swanson said. "We feel very comfortable in their selection. Of course, we're biased, but we feel comfortable."
BAE last week filed a formal protest against the Navy's decision to award Raytheon a $279 million contract for the next-generation electronic jamming system, a deal that analysts say could be worth billions of dollars in coming years.
The system will be used on EA-18G Growler aircraft, an electronic warfare version of the F/A-18 fighter.
BAE spokesman Brian Roehrkasse said BAE decided to lodge a protest with the U.S. Government Accountability Office because it had "concerns with the Navy's evaluation of our offering." He did not elaborate.
Navy spokeswoman Captain Cate Mueller confirmed the Navy issued a stop-work order on the contract on July 18, as required when a protest has been filed, but declined comment on BAE's claims.
"Until the GAO determines the merits of the protest, which typically occurs within 100 days of a filing, we won't have further comment regarding it," Mueller said.

The Lagos State government is presently pursuing a programme geared towards revamping primary health care, in order to bring health care services closer to the people across the state, and ultimately reducing the pressure on secondary and tertiary health facilities in the state.
The state government is concerned about the rate at which people die prematurely and has, therefore, decided to overhaul primary health care in the state, so that certain killer diseases could be discovered and be treated before taking dangerous dimension.
Hence, it has come up with a collaborative initiative to assist local governments develop at least one flagship centre across the 20 Local Governments and 37 Local Council Development Areas (LCDAs).
This, on its own, is a welcome development as it is a reminder that local and state governments must work together to create a sustainable and affordable healthcare system for the people. Bringing health service closer to the people is a reflection of the state government?s perspective about the defining difference distance can make between life and death, at very critical moments.
Therefore, the flagship Primary Health Care (PHC) initiative of the state government signifies the unrelenting commitment of the Lagos State Government to expanding access to health services to the general population, and particularly pregnant women, thus creating the enabling environment for improving the infant and maternal mortality indices.
The flagship approach is to make PHCs more efficient at the grassroots and is in line with the key health strategies of the state government and the policy to have a PHC facility in each local government/LCDA in the state.
However, in view of limited resources and other such constraints, the adopted alternative is to start with the flagship facility. This is to at least make one PHC that is central in each of the 57 LGA/LCDAs fully functional with the maximum amount of services to people in the community. One of the problems at the primary health care level is that of personnel.
Thus, central to this new initiative is the plan to completely staff the flagship facilities, which start with the needed doctors, nurses and other categories of staff. One fascinating feature of these flagship centres is that they operate on a 24-hour basis. Thus, patients are sure to get the services of at least a doctor, a nurse with the additional benefit of a functional laboratory where tests can be conducted.
There would, equally, be staff to carry out other auxiliary services. Screening is also being provided for all ailments like tuberculosis, general care, hypertension, diabetes, cholesterol, malaria, HIV/AIDS, all free of charge. In essence, the flagship PHC are comprehensive primary healthcare centres.
To sustain the system, the state government is making effort to upgrade the knowledge of its medical personnel such as doctors, nurses, pharmacists and laboratory scientists on the latest management of diseases such as hypertension, diabetes and heart attack, in its primary healthcare centres.
In its bid to make the vision a reality, the state government recently handed over the fifth 24-hour comprehensive PHC in Eredo, Epe, (having earlier handed over the ones at Iga Idungaran in Lagos Island, Mosan/Okunola in Alimosho, Ajara in Badagry and Ejire at Itire/Ikate), thereby underscoring the aspiration of the state government to lay a solid foundation for a medical care referral system predicated on a robust primary healthcare that goes from primary to secondary and tertiary levels.
It represents a commitment to making grassroots healthcare a local matter. The ultimate aspiration of the state government is to build a referral health care system that moves from a robust and intensive grassroots healthcare starting from 24-hour service delivery at the various local governments through to the general hospitals up to the teaching hospital.
A referral system that is aggregated through the primary to the secondary and tertiary level is the model that has succeeded in every part of the world and it is the model that the state government is committed to applying in order to boost health care delivery at the grassroots.
This is the only way to fully integrate, redistribute our assets and optimise them, we need to discourage the tradition of everyone heading to Lagos State University Teaching Hospital (LASUTH), Ikeja for every small ailment in order to safeguard the state?s healthcare system. Interestingly, the state government?s investment in PHC is currently paying off as reflected in latest statistics across the centres in the state.
For instance, in 2012, the Eredo Primary Health Care Centre recorded 97 baby deliveries, 2,262 children immunization, 1,085 antenatal cases, 1,575 adult malaria cases and 276 family planning services.
However, since January this year, when the revitalization programme came to Eredo PHC, 55 babies have been delivered which is more than half of the babies delivered last year. So far this year, 1,903 children have been immunized which is more than half of the number immunized the previous year.
Equally, 847 ante-natal cases have been recorded, more than half of what was recorded throughout last year while 89 family planning cases have so far been witnessed. This is a clear indication that the programme is making a steady impact on healthcare delivery in Eredo LCDA, and indeed across the state.
When put alongside the recent breakthrough of the state government in establishing Mother Child Centres across the state to reduce cases of maternal and child mortality and other similar initiatives in the health sector, the commitment of the state government to enhancing the access of the citizens to quality health care delivery would better be appreciated.
It is understandable that it might take some time before the people adapt to the current development in the state?s health sector. With time, the long term attachment to secondary health facilities and the belief that the PHCs are not well suited for consultation for certain ailments can be overcome.
However, also with time and given the commitment of the state government to upgrading PHCs across the state, it won?t be long before the people would get used to the current trend and eventually realise that it is for their good.
It is, however, important to remind community members, community leaders and other stakeholders that the flagship PHCs are the assets of the people which must be maintained from time to time in order to ensure that the investment of the state government in this respect is preserved.

LONDON (Reuters) - Global consumer confidence rose in the second quarter with more optimistic perceptions about jobs, personal finances and spending intentions in the United States, China and Japan, a survey shows.
Indonesia remained the most bullish consumer market, followed by the Philippines, which pushed India into third place, according to the quarterly survey by global information and insights company Nielsen.
Portugal retained its position as the most pessimistic consumer market in the survey, which was taken before a political crisis in Portugal deepened. Hungary and Italy tied for the second most downbeat markets.
As government budget cuts, tax rises and high unemployment continued to weigh on households in Europe, consumer confidence declined in 14 of 29 European markets.
"The European consumer is in a holding pattern, and in fact, at Nielsen we see a distinct set of tiers with German consumers being the most confident, followed by consumers in the UK, France, and then Italy and Greece where confidence is both low and also falling," said Venkatesh Bala, chief economist at The Cambridge Group, a part of Nielsen.
The Nielsen Global Consumer Confidence Index rose 1 point in the second quarter to 94, after rising 2 points in the previous quarter. A reading below 100, however, signals consumers are pessimistic overall about the outlook.
Consumer morale improved in the United States, the world's biggest economy, reflecting increasing employment opportunities, higher home prices and a rising stock market, Bala said.
"When consumers feel richer and also more secure about getting a job or keeping their job, that naturally makes them more confident ... It's the reverse of what happened in 2008-2009 when job layoffs soared and house prices collapsed along with the bottoming of the stock market," Bala said.
Japanese consumer confidence jumped in the wake of Prime Minister Shinzo Abe's aggressive efforts to revive the economy.
Confidence decreased in Latin America, for a second consecutive quarter. However, consumers there and in the Asia Pacific region remained most confident about the outlook for jobs and their personal finances over the next 12 months.
North Americans were most optimistic about immediate spending intentions.
Pakistan, Greece and Colombia saw the biggest increases in consumer confidence between the first and second quarters although Greece was still among the most depressed markets globally. Confidence declined most sharply in Israel, Norway and Mexico.
The Nielsen survey was conducted between May 13 and May 31 and covered more than 29,000 online consumers across 58 markets.

Google Inc will take a 6.3 percent stake in the unit of Taiwanese chipmaker Himax Technologies Inc that develops display technology for devices such as Google Glass, Himax said.
The investment will help fund the production of liquid crystal on silicon chips and modules used in head-mounted devices such as Google Glass, head-up displays and pico-projectors, Himax said in a statement.
Google, which reported lower-than-expected results last week, is pushing forward with Google Glass, a product which CEO Larry Page has described as vital to the company's future success.
The agreement also allows Google to raise its stake in the unit, Himax Display Inc, to 14.8 percent within a year, Himax said.
Financial details of the deal were not disclosed.
Google Glass, announced in June last year, is a stamp-sized electronic display mounted on the left side of a pair of eyeglass frames that can record video, access messages and retrieve information from the Web.
With this investment, Google will join Intel's Intel Capital Corp, Khosla Ventures I LP and KPCB Holdings as a core shareholder of the chipmaker's unit.
The transaction is expected to close in the current quarter.

Some propose that both Microsoft and Dell should go the way of Honeywell and NCR and abandon the consumer to focus on enterprise. I'm here to tell you that's a bad idea.
Critics are ragging on both Microsoft and Dell, once the mainstays of the desktop computer revolution, because apparently the revolution is over. The pundits think these companies should go off and abandon the consumer to better serve the enterprise.
No matter that both operations began and flourished as patrons of the consumer. And while it can be argued that both make more money from the free-spending enterprise operations, this is only true because of the strength of their consumer businesses.
The consumer side of the equation makes for a strong company more adaptable to changing market conditions. It also makes sales for enterprise easier since it is on the consumer side where you get your brand-name recognition and notoriety. Without having a healthy consumer business and reputation, you become like Honeywell, NCR, or any number of once-famous brands.
Honeywell, which used to compete in computers and high-tech gear, eschewed the fast lane and fell into serving the enterprise. It gradually decided focusing on energy, safety, and security was best for the company. Is that what these guys want for Microsoft?
Honeywell's Dave Cote was named CEO of the Year by Chief Executive Magazine but few readers had ever heard of him. Perhaps he should take over Microsoft and pare down the offerings, turning Microsoft into the next Honeywell. Keep in mind, Honeywell was founded in 1885 and is worth $65 billion. Microsoft was founded in 1975 and is worth $265 billion. Golly, Microsoft must be doing something terribly wrong.
NCR goes back even further than Honeywell to 1884 and is a prime example of the walking dead compared with Microsoft. It has a market cap of a mere $5.7 billion despite it being the progenitor of IBM and a dominant force in tech back in the day. Now it is in investor-friendly fields such as "hospitality." Dell, a company founded in 1984?100 years after NCR, has a market cap of $22 billion.
This is not to say that Microsoft and Dell must keep doing what they are doing, but what's the alternative? Listen to the investment community and slowly devolve into an NCR?

CAIRO (Reuters) - Egyptian treasury bill yields tumbled at an auction on Sunday on hopes that the transitional cabinet, armed with billions of Gulf Arab dollars, will shore up the economy and restore political stability.
The cabinet, appointed last week, said in a statement after a meeting on Sunday that "the people need to be informed candidly about the size of Egypt's problems, which require quick and decisive action".
Egypt received $2 billion in aid from Saudi Arabia on Sunday and $3 billion from the United Arab Emirates on Thursday.
"You've got the cabinet now in place ... Optimism is in the air and the significant amounts of aid that have been pledged and are materialising now ... all of these factors are making investors bullish," said one Cairo-based fixed income trader.
He said the fact that a committee to amend Egypt's suspended constitution had started work on Sunday showed that action is being taken to ensure a quick transition to parliamentary and presidential elections.
The average yield on 91-day treasury bills dropped to 12.851 percent from 13.237 percent at last week's auction, the central bank said. The yield has fallen by more than 1.5 percentage points since the army removed President Mohamed Mursi on July 3 after mass popular protests.
The yield on 266-day treasury bills dropped to 13.769 percent from 14.160 percent at the last auction on July 14.
The central bank sold 2 billion Egyptian pounds of the 91-day bills and 3.5 billion pounds of the 266-day bills, the same amounts it had sought.

Marking another blow for Hollywood's tentpole strategy, New Line's $20 million horror pic "The Conjuring" raced to a $41.5 million North American debut, while "R.I.P.D." limped to a seventh-place finish despite costing at least $130 million to produce.
"The Conjuring," directed by horror maestro James Wan, did far better than expected and is a major win for New Line and Warner Bros. The R-rated movie, earning an A- CinemaScore, stars Vera Farmiga and Patrick Wilson as paranormal investigators who help a family terrorized by a dark force. Ron Livingston and Lili Taylor also star.

"R.I.P.D.," from Universal, opened to a dismal $12.8 million domestically. Robert Schwentke's action-comedy is the summer's latest big-budget bomb, and stars Ryan Reynolds and Jeff Bridges as deceased police officers who must protect the living from evil spirits who refuse to move on. The pic, drawing comparisons to "Men in Black," earned a C+ CinemaScore.
Universal can certainly withstand a financial hit, considering the profits it will earn from "Fast & Furious 6" and "Despicable Me 2." And once the studio saw that "R.I.P.D." was in trouble, it scaled back its marketing spend.
"R.I.P.D." wasn't the weekend's only disappointment as both "Turbo" and "Red 2" underperformed in their domestic openings.
"Turbo," facing an unprecedented glut of animated product, grossed $21.5 million for the weekend to come in No. 3 and $31.2 million for the five-day stretch (it opened on Wednesday). From DreamWorks Animation and 20th Century Fox, "Turbo" marks one of the lowest domestic openings for a DWA title and lost the weekend itself to megahit "Despicable 2."
It is, however, off to a strong start overseas, grossing $22.6 million from 28 international territories representing 25 percent of the marketplace.
"Despicable 2" came in No. 2 in its third weekend, grossing a sensational $25.1 million for a domestic total of $276.1 million.
"Turbo" opens only two weeks after "Despicable Me 2" and four weeks after "Monsters University." Fox is counting on "Turbo" to have strong legs, noting that it received a glowing A CinemaScore and an A+ from moviegoers under age 18.
The film, directed by David Soren and costing $135 million to produce, is about an ordinary garden snail whose dream of racing in the Indianapolis 500 comes true. Reynolds voices the title role; Paul Giamatti, Snoop Dogg, Michael Pena, Maya Rudolph, Michelle Rodriguez and Samuel L. Jackson also lend their voices. DWA is playing up the fact that "Turbo" is an original story.

"Red 2" opened to $18.4 million to come in No. 5, not enough to match the $21.7 million opening of "Red" in 2010. Summit made a major gamble in moving the sequel to the summer; "Red" launched in October. The follow-up cost $84 million to produce.
"Red 2's" impressive cast includes Bruce Willis, Helen Mirren, John Malkovich, Anthony Hopkins and Catherine Zeta-Jones. The movie earned a B+ CinemaScore.
Schwentke directed 2010's "Red," which grossed nearly $200 million worldwide; Dean Parisot is in the director's chair this time.
